[김일중 기자 = 경기북부/강원] 지난 11월 16일 양주시는 환경부 주관으로 경기도와 함께 초미세먼지에 대비한 ‘초미세먼지 사전 재난대응 위기경보 발령·주의 및 비상저감조치 2단계’ 모의훈련을 실시했다고 밝혔다.

올해 3회째를 맞이한 이번 훈련은 ‘재난 및 안전관리 기본법’에 따라 실시하는 재난대비 훈련으로 지난 2019년 초미세먼지가 사회재난에 포함된 이후 재난대응 행동매뉴얼을 숙지하고 대응능력을 향상하기 위해 전국 17개 시도, 11개 부처, 공공기관에서 일제 실시됐다고 했다.

훈련은 ‘초미세먼지 위기관리 표준 매뉴얼’에 따라 겨울철 초미세먼지가 시간당 150㎛/㎥ 상태로 2시간 이상 지속되고 다음 날 75㎛/㎥ 초과가 예상되는 상황을 가정한 위기경보 ‘주의’ 단계가 지난 11월 16일 오전 6시부터 오후 4시까지 발령되는 상황을 가정해 진행했다고 했다.

이날 훈련에서는 사업장·공사장 등 저감조치, 5등급 차량 모의 운행 제한, 도로 청소 강화 등 실제 훈련으로 진행하고 관급공사장의 노후건설 기계 사용 제한과 터파기 등 일부 공정 금지·중단 조치는 1개소를 현장 방문해 점검했으며, 코로나19 확산 방지를 위해 재난문자 발송, 비산먼지 배출신고 공사장의 공사시간 조정·변경, 공공기관 및 공용차량 2부제, 도로 청소차 운영 강화 등은 서면으로 실시했다고 전했다.

양주시 관계자는 “이번 훈련은 고농도 미세먼지 저감조치 발령 시 미세먼지 피해를 최소화할 수 있도록 대응체계를 점검하고 대처역량을 높이기 위한 것”이라며 “미세먼지 없는 깨끗한 대기환경을 조성해 양주시민의 건강을 지킬 수 있도록 최선의 노력을 다하겠다”고 말했다.
