문화예술부문에는 가평극단 푸른연인 대표 김지혜씨가 수상자로 선정되었고, 김지혜씨는 2013년 가평중학교에서 ‘연극반’을 운영하여 가평군 청소년 연극사업에 포문을 열었고, 이후 관내 초·중·고등학교에서 학생들의 연극적 재능을 일깨우는데 이바지하였으며, 또한 문화예술 사업 활동을 진행하며 ’잠곡, 김육‘ 등의 작품을 통해 가평지역 역사인물에 대한 관심을 유도하고, 지역주민들에게 다양한 볼거리를 제공하는 등 가평군 문화사업 발전에 공헌한 공로를 인정받았다고 했다.
