농업인수당 지급대상자는 농업경영체에 등록된 농업인 중 동해시에 주소를 두고 있는 농업인으로서 사업 시행년도 2년전(2020. 12. 31일 이전)부터 강원도 내에 거주하면서 농업경영체에 등록하여 영농에 종사하고 있는 농업인이다. 

단, 경영주 또는 배우자의 농외소득(2021년도)이 3,700만원 이상일 경우 지원대상에서 제외되며, 경영주 및 배우자 중 1명에게만 지급된다.

농업인수당 신청은 3월 2일~4월 28일 까지이며, 신청서와 신청 방법 등에 대해서는 동해시농업기술센터에서 농업경영체에 등록된 모든 농업인들에게 오는 2월말에 우편으로 발송될 예정이다. 

농업인수당 지원금액은 1인당 70만원이며, 지원대상자 가능 여부를 확정하여 올해 7월중 동해페이로 지급될 예정이다.
