[김일웅 기자 = 경기북부/강원] 가평군 의회 민선 7기 전반기 의장단이 업무 추진비를 부정 사용한 의혹이 본지와 NGN 뉴스 취재로 밝혀졌다.

 

지난 수개월간 본지가 NGN뉴스와 공조해 취재한 결과 이들은 연간 6천여만 원의 업무 추진비를 간담회 등을 핑계 삼아 주로 “먹고, 마시는데 대부분 사용한 것”으로 밝혀져 가평군 사회에 큰 충격을 줄 것으로 보여 진다.

 

가평군의장단의 연간 업무추진비는 의장은 2,500만 원, 부의장은 2,000만 원, 운영위원장은 1000만 원으로 형편이 어려운 사람들에게는 큰돈이다.

지난 2018년 7월 2일 출범한 가평군의회 전 반기 의장과 부의장 등이 지출한 업무추진비는 총 1억 1천여만 원으로 상당한 금액이 업무추진과 상관없는 먹고 마시는데 주로 사용한 것으로 나타났다. 이 같은 내용은 본지가 가평군 의장단의 카드 사용 원본 내역을 비교분석하면서 밝혀진 내용이다. 

 

가평군 의장단들이 주로 사용한 업무추진비의 사용 기록은 간담회가 지배적이다. 하지만, 간담회라는 사용목적은 그저 명분일 뿐 실재 사용 내역은 사실과 다르다는 점에 주목해야 한다.

또, 이들의 사용금액을 보면 한 번에 20만 원에서 많게는 100만 원 가량을 결재한 내용과 김영란 법을 의식한 인명 쪼개기 등 의심을 받을 만한 사항들이 여기저기서 발견 됐다.

가평군 민선 7기 의장단이 출범 1주일 만인 2018년 7월 9일, 가평 한우명가에서 언론인 간담회 명목으로 처음 사용했다. 이날 사용기록엔 언론인 간담회에 34명이 참석했고 94만 8천 원을 업무추진비로 집행했다며 의회사무과는 기록 했다.

 

당시 가평군청에 출입이 공식 등록된 기자는 최대 15명에 불과하다. 나머지 19명이 가평군 의원 7명을 비롯하여 의전을 담당하는 의회사무과 12명이 동석해야 34명이 채워진다. 

 

또, 군 의장은 또 2020년 4월에도 기자 12명과 간담회를 했다며 업무추진비 34만 원을 지출했다. 그리고 9월과 10월에는 언론인 23명을 두 차례 만나, 63만 7천 원을 업무추진비로 지출했다고 기록되어 있다.

 본지와 NGN뉴스는 의회사무과가 기록한 내용을 토대로가평군 기자협회에 확인해 봤다.

 

Q)혹시 2018년 가평군 민선7기 출범이후 가평군의회와 간담회를 한 적이 있는가?

A)<기자협의회장 권대엽> “언론인들과 4차례나 간담회를 한 것으로 말씀하실 데 단 한 번도 의회 누구와도 간담회를 하지 않았으며, 공식적으로 언론인들과 식사를 한 일도 없다.”

A)<가평군 기자협 회원> “민선 7기 의회와 간담회를 했는지조차 모른다.”

또, 협의회 소속 기자 10여 명 도 참석하지 않은 것으로 답변했다.

가평군 출입기자로 20년 간 활동하고 있는 권대엽 기자 협의회장과 출입을 등록한 기자를 모두 민선 7기 출범 이후 언론인이 그렇게 많이 참석한 사례는 전무후무 하다는 답변으로 일축하면서 그런 사실이 없다고 말해, 가평군 의회가 업무 추진비 사용 명세 서류를 허위로 작성했을 가능성도 높아 보인다. 실제로 간담회를 개최한 것이 사실이어도 인원수를 부풀린 것으로 의심되는 부분이다.

 

가평군 의회가 업무 추진비를 목적 외 사용했다는 의혹은 또 있다. 민선 7기 전반기 부의장은 2018년 7월 20일 낮 12시 37분, 가평읍 모 식당에서 골프연합회 임원 등 25명을 만나 간담회를 하고 식사비로 49만 원을 지출했다고 기록했다.

본지와 NGN뉴스가 이러한 사실도 확인해 밨다. 

그러나 당시 가평군 골프연합회 수석 부회장이었던 A 씨는 그런 사실이 없다고 말했다.

Q) 당시 가평군 의회와 간담회를 진행한적이 있는가?

A)<이OO 부회장> “간담회 하지 않았다.”

또, 가평군 골프연합회 사무국장인 B 씨에게도 물어봤다.

A)<사무국장 이OO>“사무국장인데 20년간 의회와 간담회를 하거나 단체로 식사를 하지 않았다.”

B씨 또한, 연합회 설립 20년간 단 한 번도 의회와 간담회를 한 사실이 없다며 터무니없다고 일축했다.

 

본지와 NGN뉴스는 3년 전 일이기 때문에 기억에 착오가 있을 것으로 판단해 당시 가평군 골프 연합 회장이었던 박준선 씨에게 재차 확인했다.

박 회장은 “의회와 단 한 번도 간담회를 했거나, 밥을 같이 먹지도 않았다”고 말해 업무 추진비 지출 명세가 허위로 작성됐을 가능성에 무게를 실었다.

 

이러한 금액을 맞추기 위해 인원수를 늘리거나 명세를 허위로 작성하는 것은 수사대상 일뿐 아니라 결코 가볍게 넘길 사안이 아니다.

 

그리고 업무추진비 50만 원 이상 결재 할 경우 사용 명세를 건별로 작성해야 하며 사용일시, 장소, 목적, 대상, 인원 등에 대해서도 내용을 기록 하도록 되어 있다. 또, 이러한 기록들은 분기마다 1회 이상 공개하도록 ‘업무추진비 사용 및 공개 등에 관한 규칙 제4조~제6조’에 규정하고 있으며, 목적과 특수 목적을 제외하고 “1인당 4만 원 이상 지출을 금지하고 있다.

업무추진비는 공적인 의정활동에만 사용하도록 엄격하게 규정하고 있다. 업무와 무관한 동료 의원 간 식사비용, 근무지와 무관한 지역에서의 사용, 밤 11시부터 다음날 오전 6시까지 사용이 금지하고 또 술을 파는 유흥주점과 사우나, 미용실, 골프장, 헬스클럽 등의 업소에서는 업무추진비를 사용할 수 없도록 엄격하게 규정하고 있다.

 

하지만, 가평군 의회의 업무추진비의 사용 내역을 보면 의원들이 ‘쌈짓돈처럼 흥청망청 먹고 마시는데’ 사용하고 의원 개인의 인기와 선심성으로 사용했을 것으로 추정되는 기록은 수십 여건이 넘는다.
