[김준호 기자=동해시] 동해시(시장 심규언)는 최근 강원특별법의 개정 입법 추진을 위한 입법과제로 동해항의 자유무역항 지정 특례 등의 법안을 제출했다고 밝혔다.

지난 17일 한림대 일송아트홀에서 열린 도민설명회는 김진태 지사를 비롯하여 강원특별자치도 전문가 자문단, 범국민추진협의회 등 관계자들이 참여한 가운데, 입법과제 설명, 입법안 연구 참여자 및 전문가 의견 발언 등 강원특별자치도의 미래상을 논의했다.

시는, 북방경제로 나아가기 위한 항만물류와 석회석 폐광지 지원, 동해항 자유무역지역 지정에  관한 특례, 동해항을 중심으로 한 강원권 항만공사 설립 특례를 비롯해,

강원특별자치도의 항만기본계획 수립 권한과 항만개발 및 관리에 필요한 국비 지원 특례, 경제자유구역 개발계획 변경에 관한 특례와 경제자유구역 내 외국 교육기관 설립 운영에 관한 특례를 마련했다.

특히, 석회석 폐광지 분야 특례의 경우 이번 법안에는 반영되지 않았으나, 강원도와 함께 향후 과제로 설정하여 추가 검토하기로 했으며, 입법과제로 동해항 자유무역지역 지정 특례 등 총 12건의 법안을 제출했다.

이날 도민 설명회에서는 항만의 개발 권한과 항만기능 재배치 등 포괄적 권한 이양이 필요하고, 동해항과 관련된 세관 등 국가기관(CIQ)의 권한 이양, 항만배후단지 지정에 대한 적극적인 검토 필요성 등이 제시되었다.

앞으로, 시에서는 백두대간 보호지역 규제완화, 첨단산업 생태계 조성, 수중 수상레저 관광사업, 규제자유특구 등과 어촌 어항개발, 관광, 교육특구 등 제반 특례 사항에 대해서도 미래 성장동력이 되도록 착실하게 준비해 나갈 계획이다.
