[김현우 기자 = 경기북부/강원] 러시아의 우크라이나 침공으로 인해 모처럼 활력을 되찾고 있던 동해항을 통한 북방교역이 위기에 빠질 수도 있다는 우려가 제기되고 있다고 전했다.

북방물류산업진흥원에 따르면, 올 들어 동해항을 통한 수출은 지난해에 이어 호조세를 지속하고 있는데, 올 1월 동해항의 수출실적을 보면 6,730만 달러로 전년 동월 대비 두 배 이상인 117%의 증가세를 기록했다고 했다.

이 중 대러 수출은 1,473만 달러로 전년 동월 대비 무려 30배나 증가한 3,010%의 폭증세를 기록했으며, 국가별 수출액으로는 합금철 수출이 호조를 보인 미국에 이어 두 번째라고 했다. 

대러 수출은 건설기계, 차량, 미용용품 등이 주요 품목으로 특히 화장품, 샴푸, 미용기기 등의 미용용품 수출은 244만 달러를 기록, 단일품목으로는 세 번째로 큰 비중을 차지했다고 했다. 

동해항의 전통적인 수출품목인 건설기계나 차량과 달리 미용용품은 근래 세계적으로 뜨거운 K뷰티 열풍이 러시아 연해주 지방에도 불고 있다는 것을 보여주는 사례라고 했다.

또, 러시아 크랩류의 수입도 호조를 보이고 있는데 올 1월 수입액은 4,453만 달러를 기록, 전년 대비 25%의 증가세를 나타내고 있다고 전했다.

그런데, 최근 러시아의 우크라이나 침공으로 국제사회가 러시아에 대한 제재를 결의하고 한국 정부도 러시아 경제제재에 동참하기로 결정하면서 이와 같은 동해항의 무역호조가 꺾일 수도 있다는 우려섞인 목소리가 나오고 있다고 했다.

무엇보다 경제제재의 일환으로 러시아 은행들을 은행 간 국제결제 시스템인 스위프트(SWIFT)에서 배제하겠다는 것이 국제사회의 방침으로, 수출기업들은 수출대금 회수가 곤란해지고 수입업체들은 수입대금의 송금 문제가 대두될 것으로 예상된다고 했다.

실제, 동해항에서 한.러.일 페리를 운영하고 있는 두원상선에 따르면 지금 당장은 러시아 교역에 큰 문제가 없지만 국내 화주기업들로부터 3월 중순 이후에는 대러 수출이 곤란해질 수도 있다는 연락을 받고 있다면서 사태를 예의주시하고 있다고 했다.

(재)북방물류산업진흥원 관계자는 “북방교역은 국내외 정치적 변화와 밀접한 관계를 갖고 있기 때문에 기회요인과 위협요인을 동시에 안고 있는 것이 숙명”이라면서 “교역 대상국가의 다양화, 결제방식의 다양화, 거래처와의 신뢰 구축을 통한 구상무역 등 거래방식의 다양화 등 평소부터 최악의 시나리오에 대한 대비를 해 둘 필요가 있다”고 밝혔다.

Construction machinery, vehicles, and beauty products were the major export items to Russia, and exports of beauty products such as cosmetics, shampoo, and beauty equipment recorded $2.44 million, accounting for the third largest share as a single item.

Unlike construction machinery and vehicles, which are traditional export items of Donghae Port, beauty products are a case that shows that the hot K-beauty craze in the world is blowing in Russia's Primorsky Krai.

In addition, imports of Russian crabs are also showing good results. In January this year, imports amounted to 44.53 million dollars, showing an increase of 25% compared to the previous year.

However, with the recent Russian invasion of Ukraine, the international community has decided to impose sanctions on Russia and the Korean government has also decided to join the Russian economic sanctions, he said.

Above all, it is the policy of the international community to exclude Russian banks from SWIFT, an interbank international settlement system, as part of economic sanctions. said to be expected.
