[김준호 기자=동해시] 동해시(시장 심규언)는 생활폐기물 전처리시설 운영에 따라 전체 폐기물 매립량이 ▶2020년 23,450톤, ▶2021년 14,205톤, ▶2022년 12,713톤으로 매년 줄어들고 있으며, 2022년은 2020년 매립량에 비해 45.8%(10,737톤) 가량 급감한것으로 나타났다.

특히, 종량제 봉투 폐기물 재활용률은 ▶2020년 27%, ▶2021년 70%, ▶2022년 71.5%(반입17,288톤/재활용 12,353톤)로 크게 증가 했으며, 공사장 생활폐기물 재활용률도 2020년 18%, ▶ 2021년 24%, ▶2022년은 32.4%로 점차 상승하고 있는 것으로 나타났다.

시에 따르면, 2018년 3월 전국 최초로 환경부 시범공모사업인 생활폐기물 전처리시설 사업에 선정됨에 따라, 2021년 9월부터 전처리시설을 본격 가동하면서 부터 폐기물 재활용률 상승에 의해 매립량이 감소했다는 성과분석을 내놨다.

또한, 매립시설 사용기간도 설계상 2028년(향후 6년) 까지 사용 예정이었으나, 전처리시설 가동 이후 매립시설 사용기간이 6.5년 더 늘어나 2035년 상반기 까지 더 연장 사용이 가능해 질 것으로 분석하고 있다.

지난해의 경우 폐기물 매립량 감소로 시가 부담하는 매립부담금도 한해 1억 4,000만원이 감소하여 예산 절감과 폐기물처리 비용 감소, 매립시설 사용기간 연장 등 1석 3조의 효과를 보이고 있다.

김동운 환경과장은 “2024년에는 국비지원사업인 공사장 생활폐기물(일시다량폐기물) 재활용 선별시설을 설치할 예정으로, 앞으로 국비확보 및 성공적인 설치·운영에 총력을 기울이겠다”고 밝혔다.
