[김준호 기자=동해시] 동해시(시장 심규언)는 시에서 발주하는 3천만원 이상의 각종 공사에 대해 마을 대표자 및 전문가 등이 현장감독으로 참여하는 주민참여감독제를 운영한다고 밝혔다.

대상공사는 마을진입로 확·포장 공사, 도시계획도로 개설공사, 간이 상하수도·보안등·보도블럭 공사와 마을회관·공중화장실 공사 등 주민 생활과 깊은 관련성이 있는 사업이다.

주민참여감독자는 공사 현장을 관할하는 통장(주민대표자)이나 관련 국가기술자 자격증을 소지한 사람, 관련 업종 1년 이상 현장 경험이 있거나 전문 지식을 갖춘 사람이면 주민대표자의 추천을 받을 수 있으며, 해당 통 새마을지도자나 부녀회장 등 대표성이 있는 경우도 가능하다.

선정된 주민참여감독자는 공사가 진행되는 사업장을 주기적으로 방문하여 공사 진척도 및 문제점을 확인하고 주민 불편·건의사항을 감독공무원에게 전달하여 공사에 반영할 수 있으며 시공과정의 불법·부당 행위가 있을 시 시정을 요구할 수도 있다.

시는 지난 2018년부터 5년간 총 60여명의 주민참여감독자를 위촉하여 총 216건의 건의사항을 접수하였으며, 현장조치 등 주민의 의견을 반영하여 주민 생활 편익 증진과 함께 행정의 신뢰도를 높여왔다.

아울러, 사업장 실명제를 통해 공사 추진과 동시에 시민이 잘 볼 수 있는 곳에 공사 안내간판 설치를 의무화하여 공사 현장과 관련된 시민 의견을 청취하는 등 적극적인 행보를 보이고 있다.
