특히, 강원도는 삼척시, 인제군, 화천군, 횡성군 4개 자치단체가 청렴도 최하위 5등급에 포함되면서 전국 15개 시·도 중 청렴도 평가에서 가장 낮은 5등급의 오명을 뒤집어 쓰게되어 해당 지역사회의 민심이 들끓고 있다.
