[남상훈 기자 = 경기북부/강원] 지난 18일부터 24일까지 고성군은 강원특별자치도의 성공적 출범을 위해 지역특성에 맞는 특례를 적극 발굴하여 법안에 반영될 수 있도록 체계적인 대응을 하고자 실과장 및 직원을 대상으로 '특례 발굴 간담회'를 실시했다고 밝혔다.

금번 간담회는 고성군의 발전을 위한 구체적인 법안을 마련하고, 실과 협력을 통해 군의 역량을 결집함은 물론, 지역 특성이 골고루 반영된 특례를 발굴하는데 의의가 있으며 발굴된 특례 유형은 권한·사무이양 14건, 도조례위임 11건, 규제특례 14건, 법적특례 26건 등 총 65건으로 앞으로 컨설팅 과정에서 새로운 특례를 발굴하여 최종 결정할 계획이다. 

군은 간담회에서 도출된 각 부서의 검토·협의된 특례 발굴 기초자료에 대해, 변혁 법제정책연구소장 조용호 민간전문가를 초빙해 29일부터 오는 31일까지 '특례 컨설팅'을 통해 특례의 당위성, 경제 효과 등을 세밀하게 검토·보완하는 등 전략적으로 특례를 보강작업을 하며 기초자료를 토대로 각 분야별 타당성, 시급성, 중요성 등을 고려해 지역 특성을 반영한 발굴 특례는 최종 8월말까지 강원도에 제출할 계획이다.

앞서 고성군은 선제적으로 전직원을 대상으로 지난 7월 28일 '강원 특별자치도법과 고성군의 미래 특강'을 실시한 바 있으며, 강원특별자치도법 및 현안 대응을 위해 '접경지역 행정협의체'(접경지역 5개시군 : 고성, 화천, 양구, 인제, 철원)에도 주도적으로 참여하고 있고 고성군만의 특화 전략 발굴을 통해 강원특별자치도 출범 이후 핵심 지자체로 발돋움하기 위해 '강원특별자치도 대응을 위한 고성군 마스터플랜 수립 용역'을 실시하여 강원특별자치도에 대응하여 고성군의 미래 비전 및 방향성을 제시코자 한다.
