[김준호 기자 = 동해시]  동해시(시장 심규언)가 전 직원을 대상으로 강원특별자치도 도입과정 및 법안 소개 등 개념정립을 위한 교육을 8월 31일 실시한다.

이번 교육은 2023년 6월 11일 ‘강원특별자치도’본격 출범을 앞두고   9개월 남짓 남은 기간동안 동해시 지역맞춤형 특화산업을 적극 발굴하여 각종 특례에 반영하는 등 후속 입법 전략 방안을 마련하기 위해 진행된다.

당일 부서장 및 과제발굴 기초자료 작성대상 실무자가 참석한 가운데,    금창호 한국지방행정연구원 석좌연구위원으로부터 강원특별자치도의 도입과정 및 법안소개, 지방자치 특례제도 고찰, 사업 특례 검토방향 등 청취할 예정이다.

시는 이번 교육을 통해 기초자료를 검토하여 각 분야별 타당성, 시급성, 중요성 등을 고려, 지역 특성을 반영한 특례를 적극 발굴하여 강원도에 제출한다는 방침이다.

신영선 기획예산과장은 “동해시민이 혜택을 받을 수 있는 구체화된 특례를 전략적으로 발굴하여 지역발전과 시민 혜택을 위한 특례 안건이 법안에 반영될 수 있도록 최선의 노력을 다하겠다”고 밝혔다.
