[안종욱 기자 = 경기북부/강원] 3월부터 가평군은 팔당상수원 및 하천의 수질개선을 위하여 개인하수처리시설에 대한 체계적인 관리 및 점검을 강화할 계획이라고 밝혔다.

관내 수변구역 및 특별대책지역 내의 일일 처리능력 50㎥미만의 개인하수처리시설 3,045개소에 대하여 전문성이 부족한 건물주나 임차인을 대신해 전문관리업체가 실태조사 등 무상으로 점검을 할 예정이라고 전했다.

상반기 실태조사결과, 관리 상태가 매우 나쁜 중점관리대상시설에 대하여  하반기에 중점적인 기술지원에 나설 계획이며, 시설 개선을 하지 않거나 실태조사 용역에 비협조적인 경우, 군에서 직접 지도·점검을 하여 관련법 위반사항이 확인될 경우에는 행정처분을 할 계획이라고 밝혔다.

군은 수변구역 및 특별대책지역의 소규모 개인하수처리시설 소유자가 시설의 노후화·고장 등으로 개선이 필요하거나 공공하수관로로 유입이 가능하여 보조금을 신청할 경우 최대 800만원까지 지원하게 되며, 연 1회 이상 의무적으로 정화조 내부청소를 실시하도록 안내문을  정기적으로 발송하여 수질오염을 사전에 예방할 방침이라고 했다.

가평군하수도사업소 소장은 “개인하수처리시설은 소유자가 적정하게 관리·운영해야 하는 책임이 있으며, 전문관리업체의 기술인력이 실태조사를 위하여 현장을 방문할 시 소유자(관리인)의 적극적인 관심과 협조가 필요하다”고 말했다.
