[서종협 기자 = 경기북부/강원] 동해시(시장 심규언)가 오는 13일 오후 4시 30분 시청 2층 회의실에서 민선8기 청사진을 제시하기 위한 시장 '핵심 공약사항 보고회'를 개최한다고 밝혔다.

시는 기존 공약사항 검토결과, 주요업무로 처리 가능한  사업과 임기 내 실현 불가능한 공약사항이 혼재되어 있고, 공약별 추상적 목표 설정과 연도별 추진계획이 없어 이행관리에 어려움이 발생함에 따라,

임기 내 추진 가능성을 검토하여 공약 취지에 벗어나지 않은 범위에서 일부 공약사항은 현안으로 조정, 관리하는 등 당초 5대분야 100개사업에서 4대분야 46개사업으로 확정안을 마련했다.

이날 보고회는 심규언 시장을 비롯하여 지휘부, 실·과·소·동장이 참석한 가운데, 민선8기 시장 핵심 공약사항 보고회에 이어 강원특별자치도 특례발굴 보고회도 병행하여 개최된다.

공약사항 실행계획 보고회에서는 민선8기 출범과 함께 시민과 약속한 ▶5대 권역별 특화 관광도시 완성 11건 ▶환동해권 북방경제 산업물류 중심도시 조성 8건 ▶시민 중심 행복 도시 구현 16건 ▶지속가능한 균형 발전과 안전한 정주환경 조성 11건 등 4대분야 46개 공약사항에 대한 실행계획을 해당부서로부터 보고받게 된다.

강원특별자치도 특례발굴 보고회에서는 강원도의 지역적 특성을 반영한 핵심 전략사업 발굴을 위해 공약사항 연계 핵심사업, 제주특별자치도법 선례, 지역개발을 전제조건으로 한 규제완화 등을 논의할  예정이다.

공약사항 이행을 위한 최적의 방안을 도출하기 위해  이날 보고회에서 제시된 문제점과 세부 실천계획, 사업추진의 타당성 등을 최종 검토·보완하여 체계적이고 실천 가능한 계획을 수립해  내실있게 추진할 계획으로, 이달 말까지 공약사항을 확정해 시민에게 공개한다는 방침이다.

이와 함께, 강원특별자치시대 본격 출범에 대비하여, 규제 및 재정상 문제로 미추진된 사업, 미래 전략산업 등 특례사업 발굴에도 적극 나서겠다는 방침이다.
