[김일웅 기자 = 경기북부] 지난 28일 경기도의회가 주최하고 가평군의회가 주관한 가평군 농업발전을 위한 정담회가 가평군청 소회의실에서 개최됐다고 밝혔다.

 

김경호 도의원과 배영식 가평군의회의장에 따르면 정담회는 가평군의 경우 농업 분야의 총생산 하락, 농업인구 고령화, 농업노동력 부족 등 농업분야가 총체적인 위기로 인식하고 이에 대한 대응 및 지원책을 마련하기 위해 준비했다고 전했다.

 

먼저 경기도농업정책과장은 2022년 농정해양 분야 예산 편성과 관련하여 경기도 최초 농정예산이 1조원 시대를 넘어섰다고 밝히고 농민기본소득, 농촌기본소득 추진과정과 농어촌민박 지원사업, 농촌체험마을 활성화지원사업, 선택형 맞춤농정사업, 중앙내수면연구소 이전에 따른 부지 활용에 대해 설명했다고 했다.

 

이날 정담회에서 김세경 가평군농업인단체협의회장은 복합영농 시대로 접어들어 각종 농기계 사용이 빈번해졌으나 농촌의 고령화로 기계사용이 어렵기에 농기계 사업단을 구성하여 지원할 것을 요청했다고 말했다.

 

이어 김희정 가평군농업경영인회장은 최근 소결핵이 유행인데, 이는 야생동물로부터 전염될 수 있으나 축산부서에서는 야생동물 피해 울타리 사업이 없다고 지적하고 이를 위한 사업비 마련을 당부했다.

 

김근재 사과연합회장은 맞춤형 농정사업으로 농가별 농기계 구입이 필요하며 소량 과일 품목의 학교급식 출하 경우 운반비도 나오지 않기에 지원방안이 필요하다고 지적했다고 전했다.

 

최정근 친환경농업인연합회장은 가평군의 경우 채소와 잡곡 등 2개의 출하회가 있으나 3~4년째 출하 물량이 동결되어 있어 이에 대한 출하 물량의 확대를 요청했다고 했다.

 

예종암 포도연합회장은 포도를 신품종으로 대체할 시에는 많은 비용이 들어가기에 시설 지원비 50%이상 확대가 필요하다는 의견을 피력했다고 말했다.

 

이근철 친환경학교급식 출하회장은 외국인 근로자를 고용할 경우 숙소 등 시설 기준이 매우 까다로워 근로자 사용이 어렵기에 대책마련을 요청했다고 했다.

 

박옥철 여성농업인회장은 농업의 특성상 힘든 노동을 해야 하는데 여성들의 경우 남성보다 여러 가지로 어려움을 겪고 있어 영농사업단이 필요하며 여성농업인들의 권익 향상을 위한 사업들을 개발 해줄 것을 부탁했다고 했다.

 

이외에도 김근철 회장은 라이브커머스와 같은 사업 추진이 필요하다고 말했으며 김세경 회장은 가축분뇨 퇴비의 배포차량이 필요하다고 재차 강조했다.

 

이에 경기도 농업정책과장은 농업노동력에 대해서는 정부 정책과 맞물려 있기는 하지만 방법을 찾을 필요성이 있으며 야생동물 피해울타리 사업에 대해서는 경기도 축산과에 전달하여 예산을 확보할 수 있도록 노력하겠다는 답변을 했다고 전했다.

 

이어 소량 출하시 운반비 지원방안마련, 친환경급식외에 다양한 납품처 발굴, 맞춤형 농정사업에서 농기계 개별구입 등을 검토하겠다고 밝혔다.

 

이날 경기도의회 대표로 참석한 김인영 농정해양위원장은 “가평군을 비롯하여 경기도 농업을 살리기 위한 농민기본소득을 만들기 위해 의회의 많은 노력이 있었다”며 “가평군 농업발전을 위해 경기도의회차원에서 지원을 아끼지 않겠다”고 말했다.
