[김일웅 기자 = 경기북부/강원] 김경호 가평군수 예비후보는 코로나19로 심각한 피해를 입은 소상공인과 자영업을 위해 일상회복 지원금 및 경제활력 지원금을 지급을 공약했다고 전했다. 

김 예비후보는 소상공인의 경제력 회복을 위해 전 군민을 대상으로 일상회복 지원금 10만 원을 소멸성 지역 화폐로 지원하여 소비를 진작시켜 경제에 활력을 불어넣겠다는 방침이며, 또한 정부손실보상금 외 추가 경제활력 지원금을 지급하여 소상공인과 자영업 경쟁력을 강화하여 지역 경제의 주축으로 성장시킨다는 계획이라고 했다.

여기에 단체나 지자체 보조금 일부도 지역 화폐로 지급해 소상공인은 물론 지역경제 활성화에도 기여한다는 방침이며, 또한 경기도에도 개발한 '배달특급' 활성화를 위한 할인쿠폰 이벤트, 배달수수료 지원 등도 계획 중에 있고, 이와 더불어 소상공인들의 영업환경 개선을 위한 노후전선 정비사업 및 시내권 주차환경 개선사업도 함께 추진키로 했다고 전했다. 

특히 김 예비후보는 '관광객 3,000만 시대'라는 관광 정책 방향에 맞는 자영업 생태계 구축에도 주력하며, 우선 지역활력센터를 설치하고, 상설 전담 지원팀을 운영해 소상공인 및 자영업을 위한 맞춤형 지원체계를 구축한다고 했다. 

맞춤형 지원은 소상공인·자영업자의 생애주기를 파악해  창업, 영업, 폐업, 재기 등 4단계로 구분해 이뤄지게 되고, 먼저 창업 단계에서는 소상공인 시장진입을 합리화하기 위해 멘토링, 맞춤형 교육 등을 통해 예비 창업자들의 위험부담을 최소화하며, 영업 단계에서는 소득증대 및 비용 절감을 목표로 온라인 홍보비 및 유명관광지와 연계한 홍보를 지원하고, 온라인 판매 플랫폼 개설해 관광객들의 접근성을 높여 수익성을 확대한다고 전했다. 

폐업단계에서는 충격 완화 및 안전망 확충을 위해 생활자금 지원, 원인 분석을 통한 맞춤형 컨설팅 등을 통해 자영업자들의 피해를 최소화하며, 마지막으로 재기 과정의 희망사다리 재도전 지원사업에서는 자금력 확보를 위한 저금리 대출, 자영업자 개인별 맞춤형 상담 등을 통해 새로운 시작을 돕게 된다고 했다.
