[남상훈 기자 = 경기북부/강원] 양양군이 각종 산림재해로부터 주민의 안전을 지키기 위한 사방사업을 추진한다고 밝혔다.

군은 올해 7억5,000만원의 예산을 들여 현북면 말곡리 산191번지와 서면 논화리 산144-1번지, 서면 장승리 산47번지 등 산림재해 취약지역 3개소에 대한 사방댐 신설을 추진중이라고 했다.

이들 지역은 계곡이 급경사인데다 폭도 협소하여 집중호우 등으로 인한 산사태 위험이 상당히 높은 곳이며, 특히 계곡부에서 유실되는 토사와 유목이 하천으로 유입될 경우 제방 범람 등 2차 피해로 이어져 대규모 인명 및 재난피해가 우려된다고 했다. 

이에 군은 토사․유목 유출을 사전에 차단하기 위해 집수유역이 넓은 곳을 선정, 전석과 투과형 등 친환경 공법으로 주변경관 및 환경과 조화를 이루도록 사방댐 설치사업 착공에 들어갔으며, 아울러 토사와 토석, 나뭇잎 등이 적치되어 제 기능을 못하는 양양읍 내곡리 산255-1번지와 서면 갈천리 산77번지, 서면 서림리 403-28번지 사방댐 3개소를 준설해 저사능력을 높였다고 전했다.

군은 여름 장마철 이전에 사업을 마무리하기 위해 해빙과 동시 착공에 들어가 공사중에 있으며, 오는 6월 말 준공을 목표로 한다는 방침이라고 했다.

전형복 산림녹지과장은 “여름 장마철 국지성 집중호우에 따른 예기치 못한 산림재해가 발생하고 있다.” 며, “지속적인 사방사업을 통해 집중호우에 따른 피해를 최소화해 나가겠다."고 말했다.
