[김준호 기자 = 동해시] 우리나라 국민 3명 중 1명꼴로 반려동물을 키우고 있는 실정이다. 반려인의 규모가 커짐에 따라 반려동물 산업 또한 빠르게 성장하고 있으며, 이를 반영하듯 '펫팸족'(pet과 family의 합성어), '펫코노미'(pet과 economy의 합성어) 등과 같은 신조어들도 생겨났다.

동해시(시장 심규언)는 올바른 반려동물 산업 문화 조성을 위해 관내 등록 및 허가된 동물생산업, 동물판매업, 동물미용업 등 반려동물 관련 영업장에 대해 하반기 일제점검을 오는 11월 2일까지 실시한다고 밝혔다. 

주요내용은 시설·인력기준 및 개체관리 카드 작성 등 영업자 준수사항 이행, 영업장의 허가등록 및 교육 이수 여부 등 동물판매업, 동물위탁관리업 등 총 19개소를 대상으로 점검한다.  

시는 점검 결과 위반사항이 확인된 반려동물 영업자에게 불법영업, 동물학대 등 중한 경우, 과태료 및 고발조치 등 강력하게 행정처분 한다는 방침이다.

하지만, 이러한 행정력에도 불구하고 동물 학대가 심해지고 있으며, 심지어 연령층도 점점 어려지는 추세로 나타나고 있는 점  등을 감안하여 강력한 행정조치와 더불어 시민의 반려동물에 대한 생명존중의 문화 조성 등 반려동물에 대한 포괄적 정책이 필요해보이는 지점이다.
