[김일웅 기자, 김현우 기자 = 경기북부/강원] 경기도 가평군 거접 사격장 갈등이 끊이지 않고 있다. 사격장은 재작년 ‘현궁 오발 사건’으로 몸살을 앓았던 7군단 관리 지역이다. 7군단의 예하 부대인 수도기계화보병사단에서 이용하고 있다. 최근 국방부는 주민 불만이 불거지자 사격장 인근 지역 주민들의 토지를 매입한다는 계획을 세운 것으로 알려졌다. 그러나 정작 해당 지역 관리를 맡고 있는 7군단은 지역 주민들과 협의를 진행하지 못하고 있다. 주민들은 국방부와 7군단이 따로 놀고 있다며 오히려 갈등을 부추기고 있다고 주장한다. 향응 논란도 제기됐다. 7군단 관계자가 사격장 매입을 원하는 일부 주민들에게 식사를 대접했다는 주장이 나온 것이다. 군 관계자의 언론 대응도 문제로 지적되고 있다. 언론의 취재에 대해 극도로 민감한 반응을 보인다는 것이다. 본지는 이렇듯 문제가 이어지고 있는 가평 거접 사격 사건에 대해 살펴보기로 했다.

지난 11일 가평군 조종면사무소에서 상판리 거접사격장 민.관.군 갈등관리 실무협의회가 개최됐다.

 

이 날 참석한 인원은 7군단 상생협력실장, 가평군 관계자, 거접 사격장 반대대책위원회(이하 대책위) 위원들이 참석했으며, 거접 사격장 훈련과 사업설명회 일정에 대해 협의를 하게 위해 모였다.

 

앞서, 국방부는 수년간 가평군 상판리 거접 사격장 관련 주민들과 마찰을 빚어 왔다. 거접 사격장은 제 7군단 소속 수도기계화보병사단에서 관리한다. 

 

수도기계화보병사단(수기사로 통칭)은 거접사격장에서 전차포 훈련이 이뤄지는 것으로 알려진다. 장갑차포 사격 훈련 과정에서 발생하는 소음과 진동 발암물질 발생, 전차로 인한 도로 불편 등으로 주민들과 분쟁은 수년 째 발생했다. 

 

주민들은 피해 방지를 위한 대책 마련을 국방부에 요구했고, 대책위를 구성해 국방부, 육군본부, 제7군단장, 가평군청, 경기도의회, 국민권익위원회 등 거접 사격장 폐쇄공문 발송 리스트를 보냈다.

 

이에 국방부에서는 2021년 12월 “거접사격장 이전은 힘들다 판단하여 사격장 인근 부지매입을 하겠다”는 답변을 제시했고, 상판리 마을 주민 대상 부지매입 사업설명회를 진행하겠다고 약속했다.

 

하지만, 상판리 마을 주민들에 입장은 달랐다.

 

7군단은 약속한 이후 부지매입 사업설명회를 하기 위한 시간이 더 필요하다는 핑계를 대며 계속 미루었고 협의 없이 훈련을 강행하자 마을주민들의 불만은 참지 못해 터졌다.

 

이후 주민들은 거접사격장 앞에서 많은 시위를 열었지만, 7군단은 이를 무시한 채 훈련을 진행했다.

또한, 현 4기 대책위는 지난 4월 27일 거접사격장 초소 앞에서 7군단장에게 “포사격을 즉각 중단하고 상생방안을 강구하라“는 항의서한을 전달했으며, 7군단이 주민들을 ”기만전술로 이간하고 분열시킨다”며 강력 항의했다.

 

이에 7군단은 직접 주민들과 협상에 나섰다. 7군단 지호경 상생협력실장(서기관)이 주민설명회를 개최한다며 일부 주민들과 실무협의회를 진행했다. 

 

그러나 이 자리에 참석한 지 실장은 협상을 비밀리에 진행하기를 요구했다. 당시 취재를 위해 현장에 있던 본지 기자들을 향해 자리를 비워 줄 것을 요구했다. 이 과정에서 지 실장은 언론 노출 가능성이 있다면 협상 자체를 할 수 없다고 이야기하며 자리를 박차고 나가려고 했다.

 

이날 언론을 배제한 채 이뤄진 실무협의회 결과 주민설명회는 오는 5월 25일 가평군 상판리 소재 ‘좋은 아침 연수원’에서 진행하기로 결정됐다.

 

주민 갈등 조장...향응 논란까지

 

실무협의를 진행하는 데 비밀에 부쳐야 하는 이유는 무엇인가?

7군단 관계자들의 협상 과정에는 이상한 점들이 있었다는 주장이 나온다. 주민 일부는 7군단 관계자들이 주민들 사이 갈등을 부추기고 있다는 주장도 한다.

 

지난 4월 27일 훈련장 앞에서 항의하고 있던 주민 A씨는 본지에 7군단 관계자와 주민 일부가 몰래 만남을 가졌다는 제보를 했다. 2021년 후반부, 당시 대책위 일부가 7군단 관계자와 가평군 조종면 소재 한 식당에서 저녁 식사를 했으며, 이날 사격장 인근 마을 매입을 두고 식사를 진행했다는 것이다.

 

이날 만남이 누구의 요청으로 이뤄진 것인지는 밝혀지지는 않았다. 그러나 7군단 관계자가 공개적인 자리가 아닌 사적인 자리를 이용해 매입과 관련 논의를 했다면 이는 문제가 될 수 있다.

 

주민 전체가 아닌 일부의 의견을 수렴하거나 어떤 말들이 오고 갔는지 알지 못하는 상황이라면 자칫 매입과 관련한 협상 자체가 수면 아래서 이뤄지는 야합으로 비쳐 질수 있기 때문이다.

 

주민들은 이날 만남을 두고 향응이 있었는지 모른다는 의혹도 제기했다. 

 

7군단, 사격장 관련 연이은 구설수

7군단 사격장 관련 잡음은 이번이 처음이 아니다. 지난 2020년 11월 양평종합훈련장에서는 오발 사건으로 국민의 원성이 들끓었다. 청와대 게시판에 관계자 처벌을 요구하는 민원도 제기됐다. 

 

사건의 파장이 커지자 허강수 7군단장이 직접 대군민 공식 사과문을 발표했고, 양평 종합훈련장 갈등 해소 이행 합의각서에 서명했다.

 

이번 상판리 거접 사격장도 이와 비슷한 상황이라고 주장한다. 7군단 관계자에게 양평 현궁 추락 폭발 사건과 같이 확실한 사고 재발 방지대책을 요구하고 있다.

 

본지는 위에 내용들의 사실관계를 확인하기 위해 7군단 관계자에게 취재를 진행했다.

주민들이 제기한 발암물질 발생 의혹에 대해서는 7군단 또 다른 관계자는 사실관계를 확인 한 적은 없으나 피해 발생 여부에 대해서는 “추후 조사가 필요하다면 해봐야 알 수 있을 것 같다”며 답변을 회피했다. 

 

최근 국방부는 사격장 관련 주민 마찰이 언론을 통해 계속해서 알려졌다. 그러나 양평종합훈련장 사례처럼 속 시원한 해결은 이뤄지고 있지 않다. 수년째 고통에 시달리고 있는 상판리 주민들을 위해서도 거접 사격장 문제는 야합이 아닌 소통을 통해 해결돼야만 할 것이다.
