기자: 지난 13일 가평군 조종면사무소 2층 소회의실에서 상판리 거접사격장 갈등 해결을 위한 제2차 민·관·군 협의회가 개최됐습니다.

 

이날 협의회는 허훈 조정위원장, 엄기용 상판리 거접사격장 대책위원장, 고현석 7군단장, 최장식 수도기계화보병사단장, 최병길 가평부군수, 박영선 조종면장을 포함한 총 18명이 참석했습니다. 

 

특히, 이번 회의에는 그동안 대책위원으로 참여하지 않았던 김병천 씨 등 보상위 관계자들도 위원으로 함께 참여했습니다. 

 

회의는 허훈 조정위원장 주도로 이뤄졌으며, 현재까지 진행된 과정 설명과 추후 협의 방향, 그리고 수기사의 훈련 일정 조율 등의 내용으로 회의가 진행됐습니다. 

 

먼저 발언권을 얻은 엄기용 대책위원장은 참석하신 분들에게 감사의 말을 전한 다음 현재 대책위의 입장을 설명했습니다. 

 

엄기용 위원장: 7군단 거접사격장 훈련, 훈련장 확장 사업 계획을 백지화를 시키고 사실 원점으로 돌려놓은 상태입니다. 물론 100% 해결된 건 아니지만 주민들이 원하는 건 이렇습니다.

기자: 고현석 7군단장은 현재 상황은 다시 시작이 아닌 진행 중의 한 과정이라는 설명과 함께 훈련의 필요성과 갈등 해결을 위한 판단 근거도 만들어야 한다고 역설했습니다.

 

고현석 7군단장: 상생협의체가 발족이 되면서 주민들의 의견이 부분 매입을 원하셨습니다. 그래서 건의를 했던 것이고 그런데 그것(부지매입)이 정책적인 판단에 의해서 현재까지는 적절하지 않다라는게 현재까지의 결론이었던 겁니다. 

 

그런데 이것이 그러면 완전히 원위치냐 이것도 생각을 해볼 문제가 있다고 저는 봅니다.

 

그것을 하려고 하면 소음 측정 이런 것들을 포함한 갈등 영향 분석이라는 기법이 있습니다. 이것이 영향이 있고 이것을 이 해법을 풀어나가기 위해서는 어떤 조치들이 좀 더 구체적으로 필요한가 하는 그런 분석 판단의 근거들이 좀 더 필요하지 않을까라는 생각이 듭니다. 

 

그래서 갈등 영향 분석이라는 그것을 한번 해봄으로써 좀 더 뭔가 구체화되는 방안이 나올 수도 있지 않을까 하고 제안을 해보겠습니다.
