[김현우 기자 = 가평] 지난 16일 가평군 조종면사무소 2층 소회의실에서는 거접사격장 문제를 논의하기 위해 민·관·군 관계자들의 협의회가 열렸다. 이날 진행된 협의회는 지난 8월에 가평군 상판리 거접사격장 문제 해결을 위한 2차 민·관·군 협의체가 구성된 지 약 3개월이 지나 처음 갖는 자리로 가평군 주도하에 이뤄졌다. 

 

하지만 이날 회의에서는 합의 도출을 기대했던 상판리거접사격장대책위원회(이하 대책위)의 바램은 이뤄지지 못했다. 이날 참석한 7군단 관계자들은 현재 국방부 내에서 진행되고 있는 과정을 설명했고, 최대한 빠른 시간안에 육군본부의 결정안을 가지고 다시 협의할 것을 제안했다. 

 

2019년부터 제기되고 있는 거접사격장 문제는 지난 8월 협의체를 구성하는 등 올해 안에 어떠한 결말을 도출해 낼 것이라는 기대감을 가졌던 대책위 관계자들은 또다시 해를 넘겨야 하는 상황에 속만 까맣게 타들어 가고 있는 상황이다. 

 

3번 일정 변경 속 어렵게 성사된 만남

 

가평군 조종면사무소에서 이뤄진 제2차 민·관·군 협의체 회의는 가평군이 주도한 가운데 3번의 일정 변경 끝에 어렵게 성사됐다.

 

이날 협의회를 주도했던 가평군에서는 최병길 가평 부군수, 남경호 안전재난과장, 김순만 조종부면장, 김덕필 민방위팀 주무관이 참관했다. 7군단에서는 시완석 대외협력실장, 신희영 교훈 과장, 주정율 교육훈련 계획 장교 등이 협의를 위해 참석했다. 대책위에서는 엄기용·홍주표 공동 상판리 대책위원장과 3명의 위원들을 포함한 총 5명이 회의에 나섰다.

이날 회의에서는 이전과 달리 조정위원장을 모신 가운데 진행됐다. 조정위원장으로는 허훈 대진대학교 행정학과 교수가 초빙됐다. 

 

이번 협의회에서는 상판리 거접사격장 인근 부지 부분 매입과 포사격 훈련 일정에 대한 논의가 이뤄질 예정이었다. 하지만, 별다른 진척과 소득 없이 마무리됐다.

 

대책위와 7군단이 서로 자신들 입장을 설명만 했을 뿐 뾰족한 대안 없이 주장만 내세웠기 때문이다. 

 

주장만 난무, 협상 테이블에 만족?

가장 먼저 발언권을 얻은 엄기용 대책위원장은 “국방부가 지난 5월 주민설명회에서 상판리 전체 부지 매입 의사를 밝혔으나 이후 아무런 내용도 전달한 게 없어 주민들은 사유재산권 행사도 하지 못하고 피해를 봤다. 부분 부지 매입이 힘들다면 여태 피해를 본 주민들에게 보상하고 백지화해라. 현재 단계에서 결론이 나지 않으면 상판리는 고사 된다. 정확한 로드맵을 제시해 주민들이 납득하기 전까지 포사격 훈련은 할 수 없다.”라며 7군단에게 명확한 해법을 내놓을 것을 요구했다.

이에 7군단 시완석 대외협력실장은 “군단은 결정권이 없다. 협의체 구성 이후 국방부와 육군본부에 부분 매입 사업 변경 건의안을 전달했으며, 내일 오전에는 참모총장께 보고될 예정이다. 또한, 육본의 결정안이 다음 주 초까지 하달될 예정이며, 결정안이 오면 합의하겠다.”라며, 7군단의 입장도 고려해달라며 처해진 상황을 설명했다.

이날은 대책위원이 아닌 일부 지역 주민도 참관인 자격으로 참여했다. 허훈 위원장으로부터 발언권을 얻은 참관인들은 7군단 측에 “이미 2021년 12월, 부지 매입하겠다는 국방부 장관 승인 서류가 있는데, 무슨 시간이 더 필요하냐, 7군단이 빨리 해결하려는 적극적인 의지가 없으면 또 10년이 지나간다. 국방부가 직접 나서라. 국방부는 주민들을 희망 고문 및 기망하고 있다. 사격장 폐쇄가 아니면, 빠른 매입을 해라.”라며, 강경 발언을 쏟아냈다.

 

가평군 묵묵부답에 주민들만 ‘속 터져’

하지만 이날 회의를 주최한 가평군 측에서는 최병길 부군수가 대표로 간단한 입장만 밝히는 수준이었다. 최 부군수는 “오늘은 특별히 할 말이 없다.”라며 7군단이 말한 것처럼 육군본부 공문이 내려온 이후 협의가 진행되길 원한다는 원론적 말만 내세웠다. 

 

이날 협의는 만남이 이뤄졌다는 의미 외에는 어떠한 결론도 도출하지 못한 채 마무리됐다. 이러한 내용을 접한 마을 주민 A씨는 가평군의 이 같은 태도에 격한 반응을 내비쳤다. A씨는 “가평군이 자리만 마련하면 다냐? 최소한 주민들의 입장에서 무언가 대책을 유도했어야 하는 것 아니냐?” 무의미하게 자리만 주선한 최 부군수 등을 꼬집었다. 

 

합의는 기나긴 여정. 국방부 결정만 기대

 

상판리 거접사격장 갈등 문제는 2019년 2월 마을 주민들이 포사격 훈련을 막기 위해 대규모 시위를 하면서 본격적으로 시작됐다. 이후 문제를 해결하기 위해 2019년 4월 1차 민·관·군 협의체를 구성했으나 몇 차례 협상만 진행했을 뿐 해결을 위한 방법을 찾지 못했다.

 

이에, 참지 못한 당시 주민대책위원회는 2021년 9월 각 기관에 거접사격장 폐쇄를 요구하는 공문을 보냈고, 이후 2021년 12월 국방부는 거접사격장 인근 사유지에 대한 매입 입장을 전했다. 하지만, 국방부가 매입의 뜻을 밝혔으나 지지부진한 태도로 일관하는 모습에 지난 4월 거접사격장을 또다시 방문해 항의서한을 전달했다.

 

이후 5월 주민설명회를 거쳐 지난 8월 협의체가 구성됐다. 이날 회의는 협의체 구성 후 처음 만나는 자리였으며, 7군단 측 협상 대표들이 모두 바뀐 상황에서 진행됐다.
