[김현우 기자 = 경기북부/강원] 원주시는 강원도의 강원특별자치도 로드맵에 따라 지역 특성에 맞는 특례를 발굴하고, 도와 인근 지역과의 협력과제를 도출하기 위한 전략 구상에 한창이라고 전했다

원주시는 이미 디지털헬스케어 및 드론산업 육성, 군사보호구역 해제 등 규제개혁 노력을 분야별로 기울여 왔으며, 강원특별자치도를 계기로 기획예산과 기획팀에 직원 1명을 충원해 전담반을 운영하고 있다.

조속한 시일 내에 전담 TF팀을 구성해 강원도에 발맞춰 체계적으로 대응할 계획이다.

지난 7월 도 주관 강원특별자치도 간담회를 계기로 본격적인 대응을 추진하고 있으며, 8월 중 예정된 순회교육과 8월 31일 권역별 대토론회 등 전략적으로 접근할 예정이다. 

원주시는 앞으로 민선 8기 공약사항 및 전략산업과 연계해 특례 발굴, 규제 혁신, 기반시설 조성 등 지원 사항을 강원도와 공조해 법안에 반영되도록 적극 추진할 계획이다.

이와 관련 강원도에서는 원주시 대표 협력과제로 [규제개혁! 전략과제 협력] “반도체 클러스터 조성”로 정했고, 원주시에서는 강원도 협력과제로 ▲삼성 반도체공장 유치 – 기회발전특구 지정, ▲원주 부론국가산업단지 조성 – 폐수배출규제 해제 특례, ▲기업혁신파크 조성 – 배출시설 설치제한 지역 해제 등 3가지를 제시했다.

원강수 원주시장은 8월 31일에 개최되는 토론회에서 강원특별자치도 출범과 연계한 원주시 발전방안을 직접 발표할 예정이며, 강원도와의 실질적인 협력과 공조를 통해 강원특별자치도의 성공적 출범에 앞장서기로 했다.
