[김일웅 기자 = 경기북부/강원] 지난 16일 포천시의회는 포천시의회 2층 의원회의실에서 지방자치법 시행에 앞서 지방의회 인사권 독립의 조기정착과 효율적인 운영을 위해 포천시와 업무협약을 체결했다고 밝혔다.

이번 업무 협약으로 내년 1월 13일 지방자치법 전부개정 시행 시 지방의회의 의장에게 지방의회 소속 공무원에 대한 임용권이 부여됨에 따라 지방의회가 소속 공무원에 대해 자율적인 인사 운영을 할 수 있도록 인사관리 전반에 대한 근거가 마련됐다고 했다.

주요 내용으로 우수인재 균형배치를 위한 정기․수시 인사교류, 필요 시 신규채용시험 시 위탁 수행, 프로그램, 운영시설 등 시에서 통합 운영, 공무원(시의원 포함)의 복지제도 등 시에서 통합 운영, 인사관리시스템 및 초과근무시스템 등 시에서 통합 운영, 새올행정시스템 및 정보통신망 등 통합운영, 조직․인사 운영상 필요하다고 인정하는 사항 등이 포함되어 있다고 했다.
