지원 자격은 기준 중위소득 70% 이하이며 주민등록 세대 기준 주택, 부동산, 건축물 등 합산 재산이 3억원 이하인 만 18세 이상 근로능력이 있는 양주시민이고, 단 소득·재산 기준 초과자, 기초생활 수급자, 실업급여 수급자, 공무원 배우자·자녀, 직전 반기사업 참여자, 최근 6개월 내 재정지원 일자리 사업 부정 수혜자로 확인된 자는 제외된다고 전했다.

공공근로 참여자는 내년 1월 3일부터 6월 30일까지 하루 5시간, 주 25시간을 근무하며, 만 65세 이상 참여자의 근로시간은 하루 3시간, 주 15시간 이내로 제한되고, 모든 사업 참여자에 대해선 공공근로 4대 보험이 의무 가입되며, 급여는 고용노동부가 고시한 2022년도 최저임금과 주휴·월차수당이 지급된다고 했다.
