[남상훈 기자 = 가평] 가평군의 공공 계약 투명성이 개선돼야 한다는 지적이 나오고 있다. 수의계약 편중 현상이 심하다는 것이다. 수의계약 편중은 혈세 낭비로 이어진다. 경쟁입찰방식보다 높은 금액이 지출될 수 밖에 없기 때문이다. 최근 경기북부 지자체 중 가평군보다 재정자립도가 높은 포천·양주시는 수의계약 총량제 시행을 예고했다. 하지만 가평군은 검토단계에만 머물러 있는 것으로 파악됐다. 말 많고 탈 많은 가평군 수의계약에 대해 살펴본다. 

 

최근 3년간 6,500여건 수의계약

 

가평군은 최근 3년간 6,509건의 수의계약을 체결했다. 집행된 사업비는 약 917억원이다. 이는 같은 기간 체결한 전체 계약 8,058건의 약 80%의 비율을 차지한다. 또한 가평군은 지난 3년 동안 연평균 2,000건이 넘는 수의계약을 맺어왔다.

 

지난해 체결된 수의계약이 2,054건이다. 사업비는 약 255억이 집행됐다. 그나마 지난해는 수의계약 체결 규모가 축소된 것으로 보인다. 지난 2020년부터 2021년까지는 상승 폭을 보였기 때문이다. 

 

2020년 2,152건 사업비 약 286억원이었던 수의계약이 2021년 2,303건 사업비 약 376억원으로 건수·금액 모두 대폭 상승했다. 계약 건수 151건, 사업비는 약 96억원이 늘어났다.

가평군은 지난달 17일 가평군 계약정보시스템에 2023년도 1분기 발주계획을 게재했다. 공사 130건, 용역 162건, 물품 구매 등 총 338건의 계약이 진행될 예정이다. 사업비는 약 291억원이 집행될 전망이다.

 

눈에 띄는 점은 총 338건 중 252건이 수의계약 방식으로 전체의 약 65%를 차지한다는 것이다. 집행 예정인 사업비는 약 91억원이다.
