[남상훈 기자 = 경기북부/강원] 강릉시는 환경부의 탄소중립 그린도시 공모사업에 도전하여 환경부 1차평가를 통과했다고 전했다.

탄소중립 그린도시는 환경부가 올해 처음 시행하는 사업으로 환경기술‧인프라를 기반으로 에너지 전환, 흡수원 확충, 순환경제 촉진 등을 통해 생활 속 체감 가능한 탄소중립 공간모델을 제시하고 지역중심의 탄소중립 이행확산을 위한 기반을 조성하는 사업이라고 했다.

이번 공모사업에는 전국 32개 지자체가 신청했으며, 1차 평가에 강릉시를 포함한 8개 지자체가 선정됐고, 최종선정 시에는 올해부터 5년간 총 400억 원(국비 240, 도비 32, 시비 128)을 지원받게 되며, 사업추진 여건의 적정성, 사업계획의 구체성과 선도성, 추진체계의 적절성 등을 종합평가하고, 현장․발표평가를 거쳐 4월 말 최종 2개 지자체를 선정한다고 했다.

강릉시는 '커피로 그린, 탄소중립 그린도시 강릉' 이라는 주제로 올림픽파크 일원에 폐자원인 커피찌꺼기를 에너지화하여 탄소제로 에너지를 공급하고, 탄소흡수원을 확대 및 신재생에너지를 도입하여 탄소중립 올림픽파크로 전환할 계획이며, 커피도시의 독창성을 살리고 기후변화적응 및 탄소중립 확산 공간모델 제시하는 등 탄소중립 그린도시의 전국적인 확산모델을 제시했다고 전했다. 

탄소중립 그린도시 본 사업은 탄소중립 기반구축, 사회전환 프로그램을 핵심사업으로 하여 지자체 자체사업, 부처, 공공 및 민간 사업 등을 연계하여 지역 중심 탄소중립 이행 극대화를 목표로 하고 있다고 했다.

강릉시는 국내 최초 저탄소 녹색시범 도시사업을 시작으로 스마트 그린도시 사업을 추진 중에 있으며, 경포호 습지지역을 확대하여 생태계 복원 및 탄소흡수원 확충을 통해 탄소중립 그린도시로의 튼튼한 기반을 갖추었을뿐 아니라, 세계 3대 올림픽(2023세계합창대회, 2024청소년동계올림픽, 2026ITS세계총회) 예정도시로 주 개최장소인 올림픽파크를 통해 세계인에게 탄소중립 그린도시 강릉의 홍보 효과가 매우 클 것으로 판단된다고 했다.

강릉시 관계자는 “지역중심의 탄소중립 이행 및 확산 기반 마련과 지역 주민들의 참여를 통한 생활 속 탄소중립 실천을 통해 탄소중립 그린도시 공모사업에 최종 선정될 수 있도록 최선을 다하겠다.”고 말했다.
