[김준호 기자 =강원남부] 동해해양경찰서는 예방 중심 수상레저 안전관리를 강화하기 위해 국민 눈높이에 맞는 안전사고 예방정책을 추진한다고 밝혔다.

동해해경에 따르면 지난해 수상레저 사고는 총 40건으로, 21년 대비 5건이 감소했으며, 사고 유형으로는 기관고장 24건, 추락 10건, 표류 4건, 전복·침수 각 1건으로 나타났다.

사고 원인으로는 기관정비 불량 24건, 운항부주의 11건, 조종 미숙 3건, 부유물 감김 2건으로 나타났다.

이에 동해해경은 2023년도 수상레저 안전관리 강화 계획을 수립하고 안전한 수상레저 환경문화를 조성한다는 방침이다.

우선, 동해해경은 수상레저 활동객이 증가하는 시기를 정해 특화된 안전관리 대책을 수립 추진해 사고예방 중심의 체계적 안전관리를 강화할 계획이다. 

시기별 대책으로는 봄(3~4월) 행락철 낚시객 등 안전관리 강화, 성수기(5~10월) 수상레저 집중 안전관리 강화, 가을 행락철(10~11월) 레저활동 안전관리 강화이다.

또한 체계적인 안전관리와 사고예방을 위해 레저활동자의 근거리 레저활동 자율 신고제를 유도하고 주요 출항지에 찾아가는 레저기구 무상점검과 홍보물품 배부 등 안전 캠페인을 정례화하여 안전사고 예방문화를 확산시킨다는 계획이다.

이어 동해해경은 수상레저활동자가 다수에서 개인으로 동력기구에서 무동력기구로 이동하는 새로운 레저 트렌드에 맞춰 수상레저 사업장에 대한 안전관리도 강화한다는 방침이다.

우선 안전관리 및 구조활동 우수 서핑사업자 대상 「안전서핑 우수 사업장」제도를 신설하여 서핑사업장에서 책임의식을 가지고 주도적으로 안전관리와 구조활동을 할 수 있도록 자율적인 안전환경을 조성한다는 계획이다.

또 해양경찰-지자체간 주기적인 업무협의와 사업자 대상 합동 지도점검반 운영 등 유기적인 협업체계도 마련한다는 계획이다. 

동해해경 관계자는 “시기별, 주변 환경변화 맞춘 수상레저 안전관리를 실시해 안전사고 예방에 최선을 다할 계획이다”며,“최근 레저선박 사고가 잇따라 발생하고 있어 출항 전 레저기구 등 상태를 점검하고, 기상 확인, 구명조끼 착용 등 안전수칙을 꼭 지켜 달라”고 당부했다.
