[김준호 기자 = 강원남부]동해해양경찰서는 독도 북동방 163km 해상에서 기관고장 및 정전으로 조난선박이 발생해 승선원 10명 전원을 안전하게 구조했다고 18일 밝혔다.

동해해경에 따르면 사고발생 당일 새벽 02시 35분께 울릉도 북동방 해상에서 A호(69톤, 통발, 강구선적, 승선원 10명)가 통발 조업 중 기상악화로 인해 해수가 기관실로 유입되어 전기합선(추정)으로 선박 내 기관고장과 정전이 됐다는 신고를 접수하고 독도 인근 경비중인 3000톤 함정을 현장으로 급파했다.

동해해경은 사고현장으로 이동 중 동해중부 먼마다 풍랑특보로 인해 눈보라와 강한바람으로 A호가 외부 씨앵커(바다에 투하하여 표류를 막는 장치) 작업이 불가, 동쪽으로 표류 중인 것을 확인 했다. 

이어 오전 8시 5분께 도착한 해경함정은 A호가 더 이상 침수되고 있지 않고 기상 악화로 단정을 내려 인명구조가 어렵다고 판단해 곧바로 예인준비를 실시했다.

동해해경은 예인 준비작업 중 함미에서(예인작업 공간) 월파 등 기상악화로 예인 준비 작업이 불가해 A호 인근에서 안전관리를 실시하던 중 일시적으로 기상여건이 완화된 틈을 이용해 다시 예인 작업을 하는 등 지속적으로 구조작업을 진행했다

결국 동해해경은 8시간 동안 예인 구조작업을 실시해 오후 4시 10분부터 울릉도로 예인 구조했으며, 승선원 10명의 건강상태로 A호는 20일 새벽 5시께 울릉 인근 해상에 도착했다.

동해해경 관계자는 “동해중부 먼바다 풍랑특보 발효로 파도가 높고 눈보라가 많이 불었지만 안전하게 구조할 수 있어서 다행이다.”며 “동절기에는 출항 전 기상청 예보를 수시로 확인하고 출항 전 철저한 사전점검과 조업 중 각별한 주의가 필요하다”라고 당부했다.
