[김현우 기자 = 경기북부/강원] 속초시는 휴가철 불법 숙박영업 행위 예방을 위해 관련 부서 및 유관기관(경찰, 소방)과 합동으로 집중 지도·단속을 펼친다고 밝혔다. 

최근 공유 숙박 사이트를 이용해 아파트 등을 숙박업소로 둔갑시켜 관광객을 모집하는 불법 숙박영업 행위가 기승을 부리면서 안전 및 위생에 위협이 될 뿐만 아니라, 사각지대의 허점을 악용하여 입주민 및 관광객에게 불편을 초래하고 있다.

합동단속 대상은 공동주택(아파트 등) 내에서 행해지는 불법 숙박영업 행위를 포함하여 농·어촌 민박업, 외국인 관광 도시민박업 등이며, 점검사항으로는 숙박업 신고 여부, 등록업소 등록 기준 준수 여부, 변질‧확장 영업 여부, 위생기준 여부, 관련 법령(소방, 전기 등) 준수 여부 등이다.

속초시는 불법 숙박영업 행위 계도를 위해 20세대 이상 공동주택 115개소에 불법 숙박영업 행위 신고 안내 및 근절 협조를 요청했으며, 속초해변 등 발생 우려 지역에 현수막을 게첨 하는 한편 지도·단속 적발 시 적극적인 고발 등 행정조치를 취할 계획이다.

한편, 속초시는 올해 7월까지 불법 숙박업소 단속을 실시하여 다세대주택, 오피스텔 등에 대해 고발 5건, 행정지도 30건을 행정 조치했으며, 현장에서 적발된 무신고 숙박업소들은「공중위생관리법」제20조(벌칙) 제1항에 따라 2년 이하의 징역 또는 2천만 원 이하의 벌금에 처해질 수 있다. 

속초시 관계자는“시민 및 관광객에게 피해가 발생할 수 있는 무신고 숙박영업에 대한 계도와 단속을 강화하여 불법영업 근절에 노력하는 한편 적발 시 강력한 행정처분을 실시할 예정이다.”라고 밝혔다.
