[김현우 기자 = 속초] 14일 속초시가 대포동 하수처리사업소 내 음식물처리시설 민간투자사업을 지난 1월 31일 준공했다고 밝혔다.

해당 시설은 총 115억 원의 전액 민자사업비가 투입돼 대포동 542-3번지 일원 기존 음식물처리장 건물 2동을 활용하여 일일 40톤의 음식물처리시설과 자원화시설(비료원료 생산) 40톤 처리 규모로 지난 2022년 2월 착공했다  

이번 사업은 민간투자사업자인 ㈜GMENC가 2043년까지 향후 20년간 책임운영· 관리하고 처리비용(음식물류 폐기물, 하수슬러지)을 받아 투자비를 회수하는 수익형 민간투자사업 BTO(Build Transfer Operate) 방식으로 추진되었으며, 속초시는 그동안 음식물처리시설을 직접 운영하였으나 처리시설 노후에 따른 가동효율 저하와 악취발생으로 인한 민원발생, 고장 시 보수업체의 정비기피 등 보수지연으로 시설운영에 어려움을 겪고 있었다.

이에, 시설현대화와 전문기술인력 도입으로 음식물쓰레기의 신속하고 안정적인 처리, 처리공정 복개와 탈취설비 보강을 통한 악취발생 제로화, 버려지는 음식물 발생유기물과 하수슬러지 폐자원의 재이용을 위하여 2021년 2월 민간제안 사업자와 실시협약을 체결하고 민간자본과 기술을 도입하게 되었다.  

이병선 속초시장은 “이번 음식물처리시설 민간투자사업 준공 및 안정적이고 효율적 시설운영으로 현대화된 음식물 쓰레기 처리공정이 가능해졌다.”며, “ 악취발생 원천차단으로 주민불편을 해소하고 관광지 위상에 걸맞은 쾌적한 생활환경을 조성하겠다.”라고 말했다.
