[김현우 기자 = 경기북부/강원] 지난밤(19일) 속초시가 시간당 최대 7㎝의 폭설이 내린 가운데 4개 분야 제설대응 계획에(선제적 대응, 기관협업, 상황관리, 취약시설·계층) 따라 밤샘 제설작전을 펼쳐 20일 주요도로는 모두 정상화 됐다고 밝혔다.

지난 19일 속초시는 대설주의보가 예보됨에 따라 일찌감치 속초시재난안전대책본부를 중심으로 현장상황을 실시간 공유하면서 시간대별 대응에 나섰다고 전했다.

지난 19일 15시부터는 제설장비 5대를 동원해 제설제 50톤 사전살포와 주요고개 염수분사장치를 가동했고, 15시20분에는 대설 대비 시민행동요령 재난문자 발송에 이어, 16시30분에는 속초시재난안전대책본부 비상 1단계를 발령해 재난관련 부서 및 각동 동주민센터 2명이상 비상근무 체제를 유지하면서 최악의 상황에 대비했다고 했다.

17시30분 부터는 주요도로변 밀어내기식 제설을 위해 민간덤프 14대와 준설차 2대를 주요거점에 전진배치 시킨후 상황판단 하였고, 눈이 내리는 19시 부터는 총24대(시보유 8, 민간16)의 제설장비(그레이더, 유니목, 덤프 등)를 동원해 제설연장 길이 242㎞의 시내 전 구간을 돌며 염화칼슘 살포와 밀어내기식 제설작전을 펼쳤다고 했다.  

이와 함께, 교통과에서는 폭설시 신속한 제설작업에 가장 걸림돌로 작용하는 도로변 주정차 차량을 사전에 이동시키기 위해 시내 및 이면도로를 순찰하며 이동주차 안내방송을 실시했다고 했다.

눈이 그친 20일 새벽부터는 부서별 필수인원을 제외한 700여명의 전직원이 지정된 동 주민센터에 투입되 승강장, 횡단보도, 인도변 등 제설작업을 추진했다고 했다.
