[김일중 기자 = 경기북부/강원] 의정부시는 장암동 소재 노후된 공공하수처리시설에 대하여 수년간 검토와 검증을 거쳐 2028년 완공을 목표로 의정부 공공하수처리시설 현대화 민간투자사업을 추진하고 있다고 밝혔다.

 

현재 운영 중인 공공하수처리시설 부지 내 3개의 처리장을 최신 기술을 적용한 하나의 시설로 현대화·집약화·지하화하고 시설 상부에는 환경친화적인 공원을 조성함으로써 안정적인 하수처리와 더불어 악취 등으로 오랜 기간 피해를 감내한 시민들에게 쾌적한 도시환경을 제공할 계획이라고 했다.

 

의정부 공공하수처리시설은 1987년 최초 가동을 시작으로 단계별로 확충된 3개의 시설이 시 전역에서 발생한 하수를 적정 처리하여 중랑천으로 방류하는 법적 필수시설이나 최초 건설 이후 30년 이상 경과되어 시설 노후화로 인한 안전성의 문제가 지속적으로 발생하고, 사회적 여건변화 및 하수관로 정비에 따른 유입 수질 농도 증가와 방류수 수질기준 강화 등 안정적인 하수처리를 위한 시설개선의 필요성이 대두됐다고 전했다.

2016년 한강유역환경청에서 실시한 한강본류 단위유역 유역하수도 정비기본계획에서 공공수역 수질관리 및 개선을 위하여 방류수 수질기준이 대폭 강화됐다고 전했다.

 

이에 따라 2015년 이전부터 검토한 시설 노후화, 내진설계 미적용, 도시환경 저해와 더불어 강화되는 수질기준까지 고려한 경제적, 환경적, 정책적 타당성을 종합적으로 검토한 공공하수처리시설 현대화 계획을 의정부시 하수도정비 기본계획에 반영하여 환경부의 승인을 2020년 받았다고 했다.

 

기존 처리장 부지에 분산된 시설을 집약화, 지하화하는 현대화 계획은 현 시설을 유지 비용보다 약 2천618억 원 절감할 수 있으며, 노후된 시설의 불확실성을 해소하는 근본적인 대안으로 최종 검토됐다고 했다.
