현재 혁신도시 등 원주 동남부 지역에서 고속도로 진입을 위해 가장 가까운 남원주IC를 이용할 시 서원대로·시청로 등 차량 정체로 통행시간과 운행 비용이 적지 않게 발생하고 있으며, 이에 시는 고속도로 접근성 개선과 남원주IC 교통량 분산을 위해 관설동 지역에 하이패스 IC 및 접속도로 설치를 검토해왔고, 지난해 한국도로공사에 사업 타당성 검증을 요청해 협의 완료했으며, 지난 2월 국토교통부로부터 고속도로 연결 허가 승인을 얻었다고 했다.

특히 이번 시의회 임시회 승인에 따라 한국도로공사와 사업협약을 완료한 후 올해 하반기 실시설계에 착수, 각종 인허가를 득하고 본 공사를 추진할 계획이라고 전했다.

이횡진 건설방재과장은 “새로운 하이패스 IC 신설에 따라 원주 혁신도시 기준 고속도로 접근 거리가 약 6km로 단축되면서 소요 시간 10분 정도를 절감할 수 있을 것으로 본다.”라며, “교통량 분산 등에 따라 시간과 운행 비용으로 연간 약 28억 원의 절감 효과를 기대한다.”라고 말했다.
