신북면은 명예사회복지공무원을 ‘이웃사랑 지킴이단’으로 운영하고 있고, 각 마을의 이장, 새마을부녀회장, 지역사회보장협의체, 주민자치위원회 위원, 학교 교사, 공동주택직원 등 각 마을의 현황을 잘 알며 복지에 관심 있는 자원봉사자들로, 현재 78명이 활동하고 있다고 했다. 

명예사회복지공무원은 지역주민이 자발적으로 참여하여 지역 내 도움이 필요한 위기가구를 발굴하고 지원하는 무보수·명예직인 복지 인적 안전망이고, 이들은 각 마을의 홀몸어르신과 장애인 등의 가정을 매월 1회 방문하여 두유를 드리며 안부를 확인하는 ‘마을어르신 등 안부확인사업’과 설과 추석 명절을 외롭게 보내는 어르신에게 선물을 드리는 사업도 수행하고 있다고 했다.
