[김현우 기자 = 경기북부/강원] 춘천시정부가 도입한 찾아가는 지방세 환급금 서비스가 탁월한 효과를 발휘하고 있다고 밝혔다.

시정부에 따르면 지난 4월 28일부터 6월 22일까지 주간 5회, 야간 1회 방문을 통해 지방세 환급금 1,994만9,000원이 납세자의 품으로 환급됐다고 했다.

환급금은 납세자가 자치단체에서 부과한 징수금(지방세, 세외수입 등)을 초과 납부하거나, 이중 납부 등의 사유로 착오 납부한 경우 이를 납세자에게 되돌려주는 금액이라고 했다.

매달 과오납 환급금 대상자에게 환급안내문을 우편 발송하여 환급금을 지급하고 있으나, 다양한 사유로 환급금이 누적되고 있고, 5월말 기준 미환급 누적 금액은 7,100만원에 달한다고 했다.(2,393건)

이에 시정부는 찾아가는 지방세 환급금 서비스＊를 적극 도입했다고 전했다.

＊미수령 환급대상자의 주소지를 방문하여 환급 안내와 환급 절차 등의 현장 방문 서비스를 제공하는 것.

이후 [3차]로 주간에 2회 이상 방문했지만, 회신이 없는 미수령 환급대상자의 주소지를 야간에 방문하는 노력을 통해 효과를 배가시켰다고 전했다.

오금자 징수과장은 “지방세 환급금은 환급대상자가 5년간 행사하지 않으면 시효가 완성되어 소멸하는 권리(지방세기본법 제64조 제1항)이므로, 춘천시는 단 한명이라도 납세자의 권리가 소멸하지 않도록 관련 법령 안에서 적극 행정을 구현할 수 있도록 상생 방안을 지속적으로 제공할 것”이라고 밝혔다
