[남상훈 기자 = 경기북부/강원] 접경지역 화천군이 강원특별자치도 출범을 1년 앞두고 전담 대응조직을 신설키로 했으며 최문순 화천군수는 전국동시지방선거 후 열린 지난 13일 첫 업무보고에 참석해 가장 먼저 강원특별자치도 시대에 맞는 선제적 대응을 주문했다고 전했다. 

최 군수는 업무보고 시작과 동시에 “빠른 시일 안에 전담 조직을 꾸려 강원특별자치도법을 면밀히 분석하고, 우리 군에 필요한 규제, 산업, 관광, 재정, 지역개발 등 전 분야에 걸친 특례사항을 발굴하라”고 지시했다고 밝혔다. 

강원특별자치도법에 따르면, 행․재정 상 특별지원, 국가균형발전특별회계 계정 설치, 자치사무의 위탁, 주민투표, 인사교류 및 파견, 지역인재 선발채용 등의 특례를 부여하고 있으며 시․군이 강원특별도지사와 협의를 거쳐 행안부 장관에게 관계 법률에 따른 특례를 부여받을 수 있도록 하고 있다고 했다. 

화천군은 군사시설보호구역은 물론 타지역 상수원까지 보유하고 있는 만큼, 이에 대한 보상 등 특례 발굴에 초점을 맞춘다는 계획이며 아울러 관광지 개발, 군부대 유휴지 활용, 접경지역 재정지원 등 광범위한 분야의 특례도 차근차근 들여다보겠다는 입장이고 국방개혁 대비한 제2농공단지 조성이 예정된 만큼, 지역에서 생산된 농산물과 공산품 등의 군납 수의계약 특례 발굴에도 나서기로 했으며 특히 최고 수준의 교육지원을 자랑하는 화천군은 교육특구 지정 가능성까지 열어 놓고, 면밀히 검토키로 했다고 전했다. 

최문순 군수는 “우리 군의 특례 등을 우리가 선도해 발굴하고, 이를 특별자치도 법안에 반영시키는 것을 목표로 철저히 준비하겠다”고 강조했다. 

한편, 제주특별자치도 특별법 경우 2006년 이후 6차에 걸친 특별법 개정이 이뤄진 바 있으며, 현재 7차 개정이 진행 중이라고 했다.
