포천 평화스포츠타운 개발사업은 ㈜한국기업환경연구원에서 수행한 ‘포천시 스포츠도시 비전 및 실행 전략방안에 관한 연구용역’을 토대로 진행되고, 약 15만평 규모, 사업비는 4,600억원으로 추정되며, 축구장, 다목적체육관, 야구장, 사격장, 수영장 등의 체육시설을 비롯해 컨벤션센터, 호텔, 테마파크, 아울렛, 먹거리타운 등 엔터테인먼트 요소를 포함하여 공공성과 수익성을 확보할 계획이라고 했다. 

MOU체결에 따라 포천시와 포천시의회는 행정업무 지원을, (사)남북체육교류협회는 사업주관자로서 재원확보, 인력구성 등의 업무를 책임지고, 경기도체육회는 향후 포천 평화스포츠타운이 조성되면 경기도 선수촌, 경기도 북부회관 및 선수훈련, 각종 체육대회 개최 등으로 활용하고, 또한 4개 기관이 공동으로 2029 청소년 아시안게임 남북공동개최(남:포천, 북:원산) 유치를 위해 적극 협력한다라는 내용도 포함됐다고 말했다.
