[김일중 기자 = 경기북부/강원] 지난 11월 15일부터 내년 3월 15일까지 4개월간 의정부시 신곡1동은 주민의 안전한 겨울나기를 위해 겨울철 제설대책을 추진한다고 밝혔다.

 

신곡1동은 이번 동절기부터 주민들과 차량의 안전한 보행과 통행을 위해, 급경사지나 상습결빙지역에 신속한 제설과 결빙 방지에 효과적인 제설용 자동액상살포기를 의정부시 최초로 도입·운용하기로 했다고 전했다.

 

기존 제설방식은 모래살포기와 1톤 트럭 등 ‘장비를 이용한 제설’과 눈삽과 넉가래 등을 이용해 사람이 직접 제설하는 ‘인력제설’로 구분되며, 2가지 방식 모두 강설 이후 제설까지의 시간이 상당히 소요되고 제설면적이 넓을 경우 기존보다 많은 인력과 장비가 추가로 소요되며 효율이 낮다는 한계점이 있다고 했다.

 

제설용 자동액상살포기를 활용한 스마트 제설시스템은 최신 첨단기술이 적용되어 기존 제설방식의 한계를 보완한 진화된 시스템으로, 이 시스템은 기존 제설방식으로는 제설이 어려운 급경사지에 액상 제설제를 자동으로 분사하는 살포기를 미리 설치하고, 강설 시 관리자가 스마트폰을 통해 원격으로 즉시 가동시키는 방식으로 운영된다고 했다.

새로운 제설시스템 도입에 못지않게 기존 제설 근무체계도 강화할 계획이며, 우선 비상근무인원을 확대한다고 밝혔다.

 

대설경보 발효를 기준으로 신곡1동의 기존 비상근무인원은 4명이지만 신속한 제설과 민원접수, 취약지 순찰 강화 등을 위해 이번 동절기부터 비상근무인원을 전체인원의 3분의 1로 확대해 운영한다고 했다.

 

이와 함께 비상근무 명령 전이라도 강설이 확실 시 되는 경우, 제설 취약지에 대한 사전예찰을 강화하고 주요 이면도로에 제설제를 사전 살포해, 안전사고를 예방하고 주민 이동불편사항을 최소화할 방침이라고 전했다.
