이는 구리, 남양주, 포천을 위한 공동화장장 반대대책위(대표 정연수, 이하 반대대책위) 토론회 개최 요구 및 지난 6월 3일 제298회 가평군 의회 정례회시 군의회 의원 등이 요청한 주민의견 수렴을 위한 것이며, 현재 종합장사시설 반대대책위에 지난 6월 9일 이후 3차례에 걸쳐 토론회 참석을 요청한바 있다고 했다. 

가평군 장사시설 합리적 방향을 위한 토론회는 반대대책위에서 추천한 패널(토론자) 및 가평군민을 대상으로 패널을 모집하여 토론회를 진행할 계획이며, 교수 및 전문가, 타 시·군 장사시설 유치추진 주민협의체 대표가 참석하여 각계각층의 의견을 듣는 자리로 마련하였다고 했다. 

이에 앞서 가평군은 공동형 종합장사시설을 위한 3차 공모는 진행하지 않고 가평군 주민들이 원하는 장사시설의 합리적인 방향과 의견을 수렴하기 위해 토론회를 개최하여 원점에서 가평군 주민과 소통해 나갈 계획임을 언론보도를 통해 밝힌바 있다고 전했다. 

이번 토론회는 토론의 객관성과 공정성을 위해 가평군기자단협의회 등 가평군 사회단체 주관으로 실시하며, 토론회는 코로나19로 인해 방청객 없이 언론사만 참석한 가운데 유튜브를 통해 생중계될 예정이라고 했다.
