[김현우 기자 = 경기북부/강원] 동해시가 행정안전부에서 주관하는 ‘2021년도 지방세외수입’ 운영실적 결과 ‘최우수 지자체’에 선정돼 기관표창과 4천만원의 교부금을 받는다고 전했다.

행정안전부는 지방세에 비해 상대적으로 징수율이 낮은 지방세외수입의 징수율을 제고하기 위해, 매년 지자체의 지방세외수입 운영실적을 분석‧진단하고 있다고 했다.

올해는 지자체의 인구와 재정 현황에 따라 13개 그룹으로 유형화하고 그룹별 정량평가·정성평가를 거쳐 동해시를 비롯해 총 26개소(최우수 13, 우수 13)의 우수 자치단체가 선정됐다고 했다.

특히, 동해시는 아파트 분양권을 압류(예고)해 체납액을 정리하는 등 정성평가 부분에서 좋은 평가를 받았으며, 코로나19라는 어려운 징수상황에서 세외수입전담팀을 중심으로 고액‧상습체납자를 집중 관리하고, 민생경제 지원의 일환으로 세외수입 감면과 납부 기한 연장 등의 정책을 병행한 노력도 높이 인정됐다고 전했다.

김형기 세무과장은 “지방세외수입은 지방세와 더불어 지방재정의 중요한 비중을 차지하는 만큼, 세외수입의 관리‧운영을 체계화하여 자주재원 확충을 위해 노력하겠다”라고 밝혔다.
