강원신용보증재단은 양구군이 특별출연하는 5억 원의 출연금을 재원으로 활용해 내년부터 양구군이 추천하고 신규 보증지원이 가능한 소기업 및 소상공인을 대상으로 총 40억 원 규모의 특례보증을 하고, 경영에 소요되는 경영안전자금에 대해 이뤄지는 특례보증 기간은 5년 이내이고, 요율은 연 0.8%로 고정되며, 신용평가는 생략된다고 했다.

보증액은 소상공인이 2천만 원 이하, 소기업은 1억 원 이하이며, 보증비율은 소상공인은 85%, 소기업은 90%이며, 상환은 일시상환 또는 분할상환 등 2가지 중에서 하나를 선택해 상환할 수 있다고 했다.
