[장선희 기자 = 경기북부/강원] 강릉시는 오는 22일부터 25일까지 3박 4일간 국가위기관리 연습 및 완벽한 비상대비태세 확립을 위한 '2022 을지연습'을 실시한다고 밝혔다.

지난 16일 위기관리연습 시 통합방위지원본부 구성 등을 시작하여, 시청 모처 을지연습장에 1일 주야 근무인원 95명이 참가하는 가운데 오는 22일부터 본격적인 전시대비연습하여, 공무원 불시 비상소집훈련, 개인별 전시직제편성 훈련, 행정기관 소산·이동 훈련, 전시종합상황실 운영, 도상연습 등을 통해 비상대비능력을 높이기 위한 훈련을 하게 된다.

국가비상사태에 대비하여 지난 1968년부터 행정기관 및 주요 유관기관이 참여하여 실시해 온 을지연습은 '비상사태 발생 시 신속하고 효율적인 국민생활안정, 정부기능유지, 군사작전지원을 목적으로 하는 국가위기관리 종합훈련'이다.

그동안 을지연습은 2017년 이후 남북관계 대응기조의 변화 및 2020년 초부터 전세계적으로 유행중인 코로나19로 인해 비상대비태세훈련 등으로 축소 시행돼오다 올해는 전국적으로 실시한다.

연습에 앞서 을지연습 실시 분위기 고조 및 참가 공무원의 효율적 근무요령 숙지를 위한 '을지연습 근무자 교육'을 8월 중순 개최하려 했으나, 지난 8월 1일 기준 확진자 수가 15만 명을 상회하는 등 코로나19 확산세가 지속되어 부득이 비대면 영상시청 및 근무자 교육자료를 만들어 서면으로 배포하는 것으로 대체하였다.
