[김일웅 기자 = 경기북부/강원] 원주지방환경청은 을지연습 기간 중 수질오염사고 대응체계를 점검하고 사고대응능력을 높이기 위해 오는 23일 충주댐에서「2022년 수질오염사고 합동 방제훈련」을 실시한다고 밝혔다.

충주댐 하류에는 충주댐 광역취수장이 위치하고, 상수원보호구역으로 지정되어, 오염물질 유입 시 신속한 대응이 필요한 곳이다.

이번 합동훈련은 원주지방환경청 주관으로 충주화학재난합동방재센터, 충주시, 충주경찰서, 한국환경공단 등 5개 기관 20여명의 관계자가 참여하고, 훈련은 충주호에 정박된 선박이 파손되어 다량의 유류가 유출된 상황을 가정하여 실시한다.

사고접수 및 상황전파 즉시 오일붐, 오일펜스 등으로 1, 2차 방제선을 구축하고 흡착포 및 회수기를 이용하여 유출된 유류를 회수․제거하는 작업이 이루어지며, 드론을 활용하여 실시간 오염확산 범위 확인도 함께 진행될 예정이다.

원주지방환경청은 이번 합동훈련을 통해 미흡한 점과 문제점을 발굴하고 보완하여 실제 수질오염사고 발생 시 신속한 대응으로 환경피해를 최소화할 수 있도록 적극 노력할 계획이다.

김효영 수질총량관리과장은 “이번 훈련을 통해서 각 기관 간 협력체계를 강화하여 실제 사고가 발생하였을 때 즉각 대응할 수 있는 역량을 갖추고, 안전한 물환경을 위하여 지속적으로 노력하겠다”고 말했다.
