[김현우 기자 = 경기북부/강원] 강릉시는 지난 3일부터 12일까지 2주간 본청 종합민원실 및 읍면동에서 민원인의 폭언ㆍ폭행 등 특이민원 발생에 대비한 모의훈련을 실시했다.

이는 최근 민원인의 폭언ㆍ폭행이 빈번하게 발생함에 따라 특이민원에 대한 민원담당공무원 보호조치의 일환으로, 비상상황에 대비한 현장 대응 능력을 향상하기 위함이다.

강릉시 본청 종합민원실 및 읍면동 민원실은 2020년부터 비상벨 31대를 설치하여, 응급 상황 시 비상벨을 누르면 112종합상황실로 연결되고 경찰관이 바로 출동하여 현장에 대응할 수 있도록 했다.

훈련에 앞서 지휘통제반, 초기대처반, 민원인 대피유도반, 피해공무원 구조반 등 비상대비 대응반을 편성하고, 대응반별 역할을 분담하여 민원인의 돌발상황(폭언ㆍ폭행) 가정하에 모의훈련을 실시했다.

이번 모의훈련은 지난 3일 교2동 주민센터에서 시작하여 지난 11일은 본청 종합민원실에서 실시했으며, 12일 연곡면사무소를 마지막으로 끝난다.

강춘랑 민원증명과장은 “강릉경찰서와 연계한 합동 정기훈련을 통해 현장대응능력을 향상하고 안전한 근무환경 조성에 이바지할 것으로 기대된다”고 밝혔다.

강릉시는 올해 3월, 강릉시 민원업무담당공무원 등의 보호 및 지원에 대한 조례를 제정하여 민원인의 폭언ㆍ폭행 등으로 인한 민원업무공무원의 신체적ㆍ정신적 피해의 예방과 치유를 지원하고 안전시설을 확충하는 등 민원업무담당공무원 보호 및 지원 정책을 추진하고 있다.
