지원 대상자는 시에 주소를 둔 국민건강보험공단 지역가입자로, 국민건강보험법에 따라 산정·부과된 건강보험료가 보건복지부가 정한 최저보험료 이하인 65세 이상 노인 세대이며, 시는 건강보험공단으로부터 대상자 명단을 받아 보험료를 전액 입금하는 방식으로 지원하게 된다고 전했다.

한편 원주시는 지난 2008년 '원주시 저소득주민 국민건강보험료 등 지원에 관한 조례'를 제정 및 개정한 이후 현재까지 저소득주민에게 건강보험료를 지원하고 있으며, 지난해에는 3,810가구에 3억 9,950만 원을 지원했고, 올해는 4,130가구에 약 5억 1,100만 원을 지원할 것으로 예상한다고 했다.

김태중 생활보장과장은 “저소득주민 건강보험료 지원으로 취약계층의 경제적 부담을 줄이고 안정적인 의료혜택 보장을 통해 삶의 질 향상에 이바지하게 될 것으로 기대한다.”라고 말했다.
