[장선희 기자 = 경기북부] 의정부시 안병용 시장은 사회적 고립가구에 대한 실태를 파악하고 상시 발굴 체계를 구축하여 맞춤형 서비스를 지원함으로써 고독사를 예방하기 위한 ‘사회적 고립가구 발굴과 맞춤형 지원사업’의 일환인 ‘고독사 예방 특화 프로그램’을 추진한다고 밝혔다. 

최근 초핵가족사회가 도래함에 따라 기존의 가족중심 돌봄 기능이나 사회안전망이 약화되어 가족돌봄을 대체할 새로운 사회안전망의 필요성이 대두되고 있으며, 또한 지역사회에서 익명성과 무관심을 넘어 관계를 맺을 수 있도록 인적안전망 구축과 공동체 회복에 대한 목소리가 제시되고, 고독사가 큰 이슈로 떠오르며 개인의 생사문제에서 벗어나 지역사회 등의 예방적 개입이 필요한 상황이라는 의견이 지배적이라고 했다. 

이에 의정부시는 관내 종합사회복지관과 노숙인시설을 대상으로 고독사 예방 특화 프로그램을 공모했고, 의정부종합사회복지관·녹양종합사회복지관·고산종합사회복지관·의정부시희망회복종합지원센터가 참여하여 공동모금회를 통해 기탁된 기탁금으로 6월 말에서 11월까지 복지관별 사회적 고립가구를 추가 발굴하고 고독사 예방을 위하여 꾸준히 지원을 할 수 있는  프로그램을 운영할 예정이라고 말했다.

안병용 의정부시장은 “가족중심의 사회가 해체되면서 고독사 발생률이 꾸준히 증가하여 가족을 대체할 지역사회의 인적안전망이 절실히 필요한 시대이다.”라며, “민관의 공동 협력을 통하여 촘촘한 사회적 안전망을 구축하고 의정부시에 사회적으로 고립되는 가구가 없도록 더욱 큰 관심을 기울이겠다.”라고 말했다.
