[장선희 기자 = 경기북부/강원] 의정부시 안병용 시장은 코로나19 상황이 계속되고 있는 가운데 제22회 사회복지 주간을 앞두고 있으며, 의정부시는 지난 1년간 사회복지현장에서 코로나19 위기 극복 및 돌봄 공백 최소화 등 시민 중심의 포용적 복지를 적극 추진해 왔다고 밝혔다.

의정부시는 코로나19로 인한 소득감소는 저소득층의 생계를 위협하고 있어 갑자기 생계가 곤란해진 저소득층의 위기 사유를 빠르게 해소하기 위해 긴급복지지원사업을 적극 추진하고 있고, 코로나19 여파로 폐업, 실직, 소득감소 등 위기가구가 점차 증가함에 따라 코로나 이전인 2019년 대비 지원실적이 300% 이상 큰 폭으로 증가했다고 헀다. 

의정부시는 2020년 9천502건 2021년 현재 6천869건 47억 3천9백만 원을 곤경에 처한 가구에 신속 지원했으며 저소득 가구를 대상으로 위기가구 긴급생계지원 사업과 한시 생계지원사업을 추진해 총 7천331가구에 35억 6천7백만 원 지원해 사각지대에 놓인 저소득 위기가구에 대한 지원도 한층 강화했다고 했다.

의정부시는 코로나19로 자가격리 또는 입원격리치료를 통보 받은 가구 중 생계에 어려움을 겪는 시민을 대상으로 생활지원비를 4천666명에게 38억 1천19만3천 원을 지원완료했으며 자가격리자 및 자가치료자 2만1천35명에게는 격리기간 동안 식사를 해결할 수 있도록 비대면으로 식료품 키트를 전달해 코로나19로 인한 2차 피해를 예방하고 생활 안정에 도움을 주고 있다고 했다.

특히 어린이집은 면역력이 약한 영유아가 다수 이용하고 있어 감염병 노출이 높은 시설로 현재 휴원 중이지만 맞벌이, 한부모 가정 등을 대상으로 긴급보육 서비스를 제공하고 있고, 교직원들은 월 1회 코로나19 선제 검사를 받고 있으며 백신 접종도 9월 중 2차까지 모두 완료 예정으로 안심할 수 있는 보육환경 조성을 위해 힘쓰고 있으며,  의정부시육아종합지원센터는 관내 어린이집과 영유아 가정을 위해 드라이브스루 장난감 도서관 등 비대면 서비스와 온라인 교육 프로그램을 개발하며 학부모들로부터 큰 호응을 얻기도 했다고 했다.

어르신들의 경우 노후 삶의 질 향상과 건강 악화 예방을 위한 돌봄서비스를 개개인의 욕구에 맞춤형으로 제공하고 있으며 감염증 확산 방지를 위해 유선으로 안부 확인 등 비대면 사업도 병행하여 추진하고 있으며, 치매 고위험군 또는 거동불편으로 상시 안전 확인이 필요한 독거노인 383가구에는 응급호출기, 화재감지기, 활동감지기, 문열림 감지기 등의 장비를 설치하여 실시간 모니터링으로 응급상황 발생시 신속한 현장 대응이 이뤄지고 있다고 했다.

또한, 신체적･정신적 장애 등의 사유로 혼자서 일상생활과 사회생활이 어려운 1,091명의 장애인에게 활동지원 서비스를 제공하고 있으며 특히 장애인의 코로나19 확진 및 자가격리 시 돌봄 공백을 해소하기 위해 활동지원 서비스를 24시간 제공하고 있고, 장애학생들의 학습 보조를 위해 특별지원급여를 추가로 지원하는 등 장애인 돌봄서비스를 다양하게 강화했다고 했다.

의정부시는 경기사회복지공동모금회 및 지역사회보장협의체 등과 복지자원 발굴 활성화 업무 협약을 통해 2021년 현재 625건 8억 9천619만1천 원의 자원을 발굴해 저소득층에 폭넓은 복지자원을 지원하고 있으며, 특히 코로나19로 인해 대면서비스가 감소됨에 따라 고독사 위험이 있는 대상자를 조기 발굴하기 위해 의정부희망톡톡 카카오톡 채널을 통한 비대면 신고 체계를 구축해 올해 6월부터 취약계층 중장년 1인 가구 실태조사를 통해 고독사 위험이 있는 50명을 선정, 인적안전망을 활용하여 안부 확인을 위한 건강음료 지원 사업을 추진하고 있다고 했다.
