[김현우 기자 = 경기북부/강원] 오는 3월 11일 강원도는 도내 4개 시멘트사(쌍용C&E, ㈜삼표시멘트, 한라시멘트(주), 한일현대시멘트(주)), 강원테크노파크와 함께 시멘트산업 탄소중립 실현을 위한 공동협력사업 추진에 관한 업무협약을 체결한다고 밝혔다. 

이번 협약은 최문순 강원도지사와 쌍용C&E 이현준 대표, ㈜삼표시멘트 이종석 대표, 한라시멘트(주) 임경태 대표, 한일현대시멘트(주) 전근식 대표, 강원테크노파크 김성인 원장이 참석한 가운데 ‘강원도 시멘트산업 탄소중립 실현’의 대전제하에 ”시멘트산업 탄소중립 가속화 지원 중장기 협력사업“ 추진 등을 주요내용으로 하여 진행된다고 했다. 

특히, 이번 협약은 도내 온실가스 배출량의 50%이상을 차지하는 시멘트산업의 저탄소 산업구조화 및 탄소자원화 기술개발을 산업계와 지방정부, 유관기관이 공동으로 힘을 모아 노력하고자 뜻을 모았다는 점에서 더욱 큰 의미가 있다고 했다.

앞서 강원도는 지난해 2월 정부의 2050 탄소중립 계획보다 10년을 앞당긴 ”2040 탄소중립 추진전략 기본계획“을 발표하여 지방정부 차원의 선제적인 탄소중립 의지표명을 공식선언한 바 있으며 금년 2월에는 ”2040 탄소중립 이행전략“을 후속으로 발표하는 등 지역주도의 탄소중립 이행체계 기반 마련에 역점 추진중에 있다고 전했다.  

아울러, 시멘트업계는 지난해 2월 시멘트그린뉴딜위원회를 출범하고 2050 탄소중립 공동선언문을 발표하는 등 혁신 기술개발과 생산구조 전환을 통한 탄소배출 저감 노력을 천명한 바 있으며 정부(산업부)는 시멘트산업 탄소중립 R&D 로드맵을 통해 2030년까지 9천3백억원의 사업비를 투자할 계획에 있다고 했다.  

강원도와, 도내 4개 시멘트사, 강원테크노파크는 지난해 5월 ”강원도 시멘트산업 탄소중립 대응“ 사업발굴 실무 협의체를 구성했으며 금년에는 ”시멘트산업 탄소중립 대응 가속화 지원 시범사업“을 추진중에 있으며, 더나아가 중·장기적으로 공동협력사업 추진에 뜻을 모아 이번 협약을 계획하게 됐다고 했다.

이번 업무협약의 주요 내용은 ”강원도의 시멘트산업 탄소중립 실현을 위한 공동협력사업 추진“의 대전제하에 다음과 같다고 전했다.

① 행·재정지원과 기반구축, 연구개발, 기업지원 등 산업육성 지원

② 실증사업 추진을 위한 기술 및 정책제안과 적합성 검토 협력

③ 연계·협력사업을 통한 실증사업 추진 및 정책과제 공동개발 노력

④ 정보, 기술, 인적자원 교류를 위한 협의체 운영 등 상호협력 증진

⑤ 기타 교류 활성화 및 우호증진에 필요하다고 인정되는 제반사항 수행

최문순 강원도지사는 ”이번 협약을 계기로 강원도는 시멘트산업의 친환경 제조기반 조성을 통한 탄소중립 실현을 가시화하여 산업부문의 단계적 탄소중립 이행을 지원하여 지역과 산업계가 주도하는 탄소중립 가속화 실현 모델을 제시하는 등 중장기 협력에 기대를 모으고 있다“고 말했다.
