[김현우 기자 = 경기북부/강원] 동해시가 보행상 장애가 있는 장애인의 주차 편의 및 이동 편의 증진을 위해 ‘장애인전용주차구역 지키기’ 홍보에 박차를 가하고 있다고 밝혔다.

‘장애인전용주차구역 지키기’는 배려가 아닌 의무로 장애인전용 주차구역은 「주차가능표지」를 부착하고 보행상 장애가 있는 장애인이 탑승한 경우에만 주차가 가능하다고 했다.

일반차량이 장애인전용주차구역에 불법 주차하거나, 주차방해 행위 및 장애인자동차표지를 대여·양도·위조·변조한 행위에 대해서는 10만 원에서 최대 200만 원의 과태료가 부과된다고 했다. 

장애인전용주차구역은 시간과 장소에 관계없이 장애인주차가능 표지가 없으면 주·정차할 수 없고, 표지를 부착했더라도 보행상 장애가 있는 자가 탑승하지 않으면 과태료 부과 대상이라고 했다.

그간 지속적인 홍보와 단속에도 불구하고 동해시는 2021년 한 해 동안 안전신문고 앱 등을 통해 장애인전용주차구역 주차위반 신고가 523건이 접수돼 시는 486건에 대해 4,237만 원의 과태료를 부과했다고 했다.

동해시는 효과적인 장애인전용주차구역 관리로 보행장애인의 주차편의 및 이동편의를 보장하고, 시민 불편과 불이익 최소화를 위해 상습신고지역, 대형마트, 공동주택에 계도 안내문을 발송하는 등 홍보를 강화하고 주기적으로 계도와 단속을 실시할 계획이라고 전했다.

권순찬 동해시 복지과장은 “다양한 노력에도 불구하고 위반 행위가 여전히 존재하기 때문에 이번 ‘장애인전용주차구역 지키기’가 위반 행위를 근절시키고, 장애인의 이동편의를 증진 시키는 계기가 되길 바란다.”고 말했다.
