ICT 발전과 코로나19 등으로 모든 분야에 비대면·디지털 전환이 가속화됨에 따라 행정의 ‘디지털 역량’이 중요해지고 스마트 서비스로 도시문제를 해결하고 시민의 삶을 변화시키는 행정에 대한 수요와 기대가 높아지고 있다고 했다.
