[김일중 기자 = 경기북부/강원] 의정부시는 공공·민간분야에서 데이터 활용에 대한 관심과 더불어 데이터의 중요성을 인지하는 분위기가 확대되고, 데이터를 활용해 가치를 창출하기 위한 여러 시도가 이루어지고 있는 가운데 공공·민간 데이터를 활용한 플랫폼 구축사업과 개방 등을 통해 과학적 행정체계를 구축하고 있다고 밝혔다.

의정부시는 데이터 경제와 디지털 뉴딜을 위한 범 정부차원의 공공데이터 개방이 가속화되는 가운데 의정부형 스마트뉴딜 사업의 디지털뉴딜 분야로 데이터 구축·개방·활용 과제를 선정하고 데이터경제 활성화를 위한 공공데이터 전면 개방 사업에 행정력을 집중했다고 전했다.

특히 올해에는 공공데이터 포털을 통해 공영주차장, 여성안심택배함, 노인복지시설, 도시철도노선정보 등 160종의 파일데이터를 공공표준에 맞게 개방하고 있고, 또한 2021년 공공데이터 행정안전부 공모사업에 선정되어 ‘녹색도시를 위한 가로수 및 공원수목 개방데이터 구축’과 ‘교통흐름 개선을 위한 도로기반시설물 개방데이터 구축’ 2건을 전액 국비 ‘8억9천3백만 원’로 추진하고 있으며, 사업이 완료되면 시민에게 전면 개방할 예정으로, 이 데이터는 의정부시 빅데이터 분석·공유 활용시스템에 탑재해 분석을 위한 기초 자료로 활용할 계획이라고 했다.

의정부시는 2020년 데이터기반행정 활성화에 관한 법률 제정에 따라 공공행정에 과학적 행정을 적용하기 위한 기반을 마련하기 위해 2021년 빅데이터 분석·공유 활용시스템 구축 사업을 추진했고, 의사결정을 위한 대시보드, 데이터 통합 관리를 위한 데이터 마트, 데이터 활용 분석을 위한 빅데이터 분석·공유 활용시스템을 구축했다고 밝혔다.

빅데이터 분석·공유 활용시스템은 공공데이터, 소셜데이터, 민간데이터를 수집해 다양한 기법을 통해 분석한 결과를 공유하고 활용할 수 있도록 지원하며, 이번 의정부시 빅데이터 분석·공유 활용시스템은 의정부시 공무원의 데이터에 기반한 정책 결정과 업무 수행으로 시민에게 행정의 신뢰도를 높이고, 데이터 중심의 과학적 행정을 수행할 수 있는 기반을 마련했다고 전했다.

의정부시는 빅데이터 분석·공유 활용시스템을 내부직원이 업무 수행에 본격적으로 활용할 수 있도록 빅데이터 기본 교육과 분석·활용 교육을 중점적으로 추진하여 의정부시 공무원의 데이터 역량수준을 제고할 방침이고, 또한 이를 바탕으로 부서별 빅데이터 전문가를 육성·발굴해 데이터에 기반한 과학적 행정추진을 위한 인적 기반을 마련해 의정부시의 데이터를 활용한 정책 결정과 과학적 행정추진이 기대가 되고 있다고 했다.
